Background    
     
   

This vacancy is open for the applicants with the citizenship of an OSCE participating State, excluding the Republic of Serbia.

The OSCE Mission to Serbia and its Security Co-operation Department (SCD) are supporting the Ministry of Interior (MoI) of the Republic of Serbia to consolidate its training function within the on-going police reforms. In line with the Mission’s Unified Budget Project No. 2400806, and based on needs  identified by the MoI, the SCD is providing in 2020 a two-week Training Evaluation Course for ten staff members of the MoI’s Centre for Police Training. The SCD has been supporting the MoI in various steps of the development of police training system and has from 2003 supported the development and implementation of a comprehensive Training Development Programme (TDP) consisting of Curriculum Development and Training Evaluation Courses. The comprehensive TDP was handed over to MoI in 2010 and since then the MoI has undergone significant changes, especially within the MoI’s human resource management and public administration reforms, as well as the European integration process. Having in mind the importance of the capacity of training structures to respond to growing requirements posed by the reform agenda and project-based training activities, the SCD provided in 2019 support for the delivery of the four-week Curriculum Design Course, and will in 2020 support delivery of a two-week Training Evaluation Course in order to support a training system to deliver quality police training curricula and police training evaluation. 

The Mission is therefore looking for an international consultant to deliver the course to the employees of the MoI’s Police Training Centre, designed to enable participants to perform evaluation of police training with the focus on transfer of learning, impact, effects of training, trainers’ performance, quality of the training programme, and the delivery of training. 

     
Tasks and Responsibilities    
     
   

Under the supervision of the National Programme Officer and in co-ordination with the MoI’s contact person, the consultant will be responsible for:

  1. Proposing a plan for the two-week training in line with the approved Training Evaluation Course programme and its learning outcomes;
  2. Conducting one preparatory online meeting with the MoI and the OSCE Mission to Serbia in 'order to discuss organizational details and participants’ needs;
  3. Developing learning aids, such as brief hand-outs and power point presentations, as well as additional readers on the key topics of the training evaluation (data collection, data analysis, training evaluation models);
  4. Delivering the two-week training, either in person or online, depending on the epidemiological situation, respecting adult learning principles, balancing theory and practice, and underlining where possible gender and youth mainstreaming in the process of evaluating training;
  5. Performing an assessment of learning through a final course test which is to be developed in accordance with the training programme’s learning outcomes that will serve to issue certificates of successful completion of training;
  6. Prepare the evaluation of the training and a possible follow-up plan, in co-operation with OSCE programmatic staff and the MoI’s contact person.

This training is to be implemented in the MoI’s training facility or other suitable facility identified by the organizer. The course is to be delivered in the second half of September 2020 with full respect of prescribed protection measures against COVID-19 infectious disease. Depending on the epidemiological situation, the training may need to be delivered online.

     
Necessary Qualifications    
     
   
  • Citizenship of an OSCE participating State, excluding the citizenship of the Republic of Serbia;
  • University degree and/or professional training certification in education/learning/psychology of learning/human resources management/ economics and other relevant fields of studies;
  • Minimum 7 years of professional experience in capacity building and training in the area of evaluation, training needs analysis and/or needs assessments, and project evaluation in private and public sector;
  • Experience in curriculum development will be considered an asset; 
  • At least two courses/training/ workshops delivered in past four years on the topic of monitoring and evaluation of training, including experience with online training;
  • Proven trainer and facilitation skills, enabling interactive learning and integrating existing experience and knowledge of participants;
  • Professional fluency, both oral and written, in both English and Serbian, and the ability to deliver training in Serbian language;
  • Computer literate with practical experience in Microsoft packages;
  • Ability and willingness to work with people of different cultural, national and religious background;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

The consultant will be employed on a Special Service Agreement in the period from 6 September 2020 to 5 October 2020, and will be paid a total amount not exceeding 3,500 EUR in total, commensurate to individual qualifications and experience.

In addition, the OSCE Mission to Serbia will cover any travel and accommodation costs associated with this consultancy.
