The Government of the Republic of Tajikistan, following the approval of the Water Sector Reform Programme for 2015-2025 (December 2015) initiated the development of the water sector reform program. The reform involves the transition from administrative boundary management to hydrological basins, using integrated water management (IWRM) principles. The reform covers improving water legislation, institutional water management mechanisms and the rehabilitation of water infrastructure. In accordance with the Water Sector Reform Programme, the Water Code of the Republic of Tajikistan was re-drafted, the new version was adopted by Parliament of the Republic of Tajikistan. 18 by-laws are anticipated to support the water code. One of the documents is the method of allocating water areas in the territory of the Republic of Tajikistan. The task of the expert is to develop this methodology of determining water management & governance boundaries in the territory of the Republic of Tajikistan. In this respect, the OSCE Programme Office in Dushanbe (POiD) hires a National Expert on the development of one by-law in support of the Water Code. Objective and Purpose of the Assignment: - The aim of the expert is to develop a methodology for determining water management & governance boundaries in the territory of the Republic of Tajikistan. |

| Tasks and Responsibilities | ||

The Scope of work will include, but not be limited to the following: - To analyze the existing experience in the Republic of Tajikistan in setting water management and governance boundaries in the territory of the Republic of Tajikistan; Expected Deliverables: The deliverables of the consultancy will be to complete a final report on the review, findings and recommendations which will include but not limited to: Reporting: The national expert should submit the OSCE Programme Office in Dushanbe with the draft report according to the current assignment. The format of the report will be discussed with the OSCE prior to the commencement of the works. The report should be compiled in English and submitted to the Project Manager. The final report should be submitted within 10 days after receiving comments from the Project manager. Duration of the consultancy: May - August 2020.
