Background    
     
   

This vacancy is open only for the applicants with the citizenship of or permanent residence in the Republic of Serbia.

The National Assembly of the Republic of Serbia adopted the Law on Prevention of Corruption in May 2019 and foresaw its implementation as of 1 September 2020. As this is a new piece of legislation with high expectations about its application and impact, there is a pressing need for analysis of the effects it will have brought in a certain period. Moreover, analysis of the Law on Prevention of Corruption implementation effects is also foreseen in the Action Plan for the implementation of Chapter 23 (measure 2.2.1.2). The Anti-Corruption Agency and the National Assembly of the Republic of Serbia are responsible institutions in this regard. To have this task undertaken, a clear methodology for analysis of the effects to measure the impact needs to be put in place.

In this context, the Anti-corruption Agency has requested the OSCE Mission to Serbia’s support and assistance to carry out the analysis of the Law’s effects using a specific methodology of utmost importance and will include techniques for data collection, processing and analysis. It will foresee a comprehensive set of guidelines, indicators and benchmarks to enable the measurement of the effects of the new law, particularly in the area of assets declaration and incomes of public office holders, prevention and detection of conflict of interest, anti-corruption assessment of draft laws and coordination of integrity plans development.

To this end, the Mission requires the services of a consultant to develop the Methodology in close consultations with the Anti-Corruption Agency. The consultant’s tasks are designed as to serve the core support of the Mission to the Agency in getting its staff, regulations and processes prepared for undertaking the task related to the analysis of the effects of the new Law on Prevention of Corruption.

     
Tasks and Responsibilities    
     
   

Under the supervision of the Senior Anti-corruption Adviser, and in consultation with the Agency, the consultant will be responsible for:

  1. Conducting consultations with all sectors of the Agency with the aim to collect information that will be necessary to develop the Methodology;
  2. Identifying all institutions whose work and functioning pertain, directly or indirectly, to the implementation of the 2019 Law on Prevention of Corruption (within the areas of interest mentioned above);
  3. Collecting information from direct and indirect institutions and their considerations on how the 2019 Law on Prevention of Corruption defines their role and what, in their view, the challenges might arise in implementing the Law;
  4. Developing indicators based on which the effects of the implementation of the Law in the areas of interest will be measured;
  5. Drafting the methodology for analysis of the implementation effects of the Law on Prevention of Corruption, in close cooperation with the Mission and taking into account Agency’s feedback;
  6. Proposing the structure of the report on the analysis of the effects with main guidelines;
  7. Preparing and delivering training for the Agency’s employees on the implementation of the Methodology (from the collection and processing of data to the preparation of the report on the analysis).
     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of Serbia;
  • Advanced university degree in Law or other related field;
  • Previous experience in working with public administration bodies;
  • Proven experience in developing legal normative acts and providing technical assistance to public authorities;
  • Previous assignments with monitoring and evaluation of anti-corruption policies, and developing and providing training to public authorities;
  • Strong understanding of corruption prevention concepts;
  • Professional fluency in Serbian language, both oral and written, and good knowledge of English language;
  • Computer literate with practical experience in Microsoft packages;
  • Ability and willingness to work with people of different cultural, national and religious backgrounds;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
    The consultant will be employed on a Special Service Agreement covering a total period of fifteen (15) working days, in the period from June 2020 to September 2020, and will be paid a total amount not exceeding RSD 270,000, commensurate to individual qualifications and experience.
