Background    
     
   

This vacancy is open only for the applicants with the citizenship of an OSCE participating State, excluding the Republic of Serbia.

The OSCE Mission to Serbia requires the services of an Anti-corruption Consultant to prepare and deliver two training courses and develop a methodology for anti-corruption assessment of laws.

With the adoption of the Law on Prevention of Corruption in May 2019, the National Assembly of the Republic of Serbia formally introduced anti-corruption assessment of draft laws as one of the Anti-corruption Agency’s tasks. The implementation of the new Law will start on 1 September 2020.

According to the new Law, the Agency shall initiate the adoption of regulations in order to eliminate the risk of corruption or to harmonize regulations with confirmed international agreements in the field of fight against corruption. In addition, a state administration body must submit a draft law to the Agency in areas that are particularly conducive to corruption and draft laws regulating issues covered by ratified international treaties in the field of the fight against corruption, in order to provide an opinion on the assessment of the corruption risks.

     
Tasks and Responsibilities    
     
   

Under the supervision of the OSCE Senior Anti-corruption Adviser, the consultant will be responsible for:

  1. Developing training materials and delivering a three-day inception training on anti-corruption assessment of legislation, in close co-operation with the Mission’s representatives (tentatively by 30 April 2020);
  2. Collecting inputs from the Anti-corruption Agency for drafting the methodology on anti-corruption assessment of draft laws (tentatively by 30 April 2020);
  3. Developing the methodology for anti-corruption assessment of laws in consultation with the Mission, and discussing the draft with the representatives of the Anti-corruption Agency via electronic means (tentatively by 30 June 2020);
  4. Preparing and delivering a three-day training course for the Anti-corruption Agency’s specialized staff and the NGO representatives on usage and application of the developed Methodology, with reference on detection of promotion of corporate interests in detriment of public interest (planned for September 2020).

The consultant will develop the two training sessions and draft the methodology for anti-corruption assessment of draft laws from home, and deliver both training sessions in Serbia, as organized by the OSCE Mission to Serbia.

     
Necessary Qualifications    
     
   

 

  • Citizenship of an OSCE participating State, excluding the citizenship of the Republic of Serbia;
  • Advanced university degree in law or social science;
  • Minimum 8 years of professional experience in the field of corruption prevention activities, with previous assignments on corruption-proofing of legislation;
  • Excellent understanding and knowledge of international standards on prevention of corruption;
  • Experience in developing and providing training on anti-corruption matters to national anti-corruption bodies;
  • Experience in developing and drafting legal documents related to anti-corruption;
  • Professional fluency English language, both oral and written;
  • Computer literate with practical experience in Microsoft packages;
  • Ability and willingness to work with people of different cultural, national and religious background;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

The consultant will be employed on a Special Service Agreement covering a total period of 4 months, starting approx. in April 2020, and will be paid an amount of up to EUR 7,200 in total, commensurate to individual qualifications and experience.

In addition, travel and accommodation expenses related to this consultancy, if any, will be reimbursed by the OSCE Mission to Serbia.
