Background    
     
   

Please note that this vacancy notice is not for a specific assignment but is aimed to identify individuals with deep knowledge of and experience in the field of good governance and anti-corruption and to update the OSCE roster of experts/consultants. Successful applicants will be included in the roster, with the possibility of being contacted in case of an assignment, for which they possess relevant qualifications. However, inclusion on the roster does not carry any commitment by the OSCE to use the services of the expert.

 

Applicants with current or recent government experience in the areas of expertise below are encouraged to apply for inclusion to the OSCE roster of experts/consultants.

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The main objective of the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) is to strengthen security and stability in the OSCE region by promoting international co-operation on economic and environmental issues. Within the OCEEA, the Economic Governance Unit works to bolster economic co-operation and good governance throughout the OSCE region by promoting the principles of good governance and by supporting participating States in combating corruption, money laundering and terrorism financing. On an ad-hoc basis, the OCEEA and the OSCE field operations require the services of external experts and consultants to perform a variety of short-term tasks.

     
Tasks and Responsibilities    
     
   

The OSCE is particularly interested in the applicants with substantial experience working with or providing trainings on one or several of the following categories:

 

  • Development, implementation, monitoring and evaluation of anti-corruption strategies and action plans;
  • International standards and commitments in the area of good governance and anti-corruption;
  • Anti-corruption legislation;
  • Public sector integrity, codes of conduct, asset declaration and conflict of interest policies;
  • Beneficial ownership disclosure policies;
  • Public procurement and e-procurement processes and regulations;
  • Digital tools in prevention of corruption, money laundering, terrorist financing;
  • Investigation of corruption, money laundering, terrorist financing. Inter-institutional and international co-operation;
  • Asset recovery. Mutual legal assistance;
  • Anti-bribery standards, policies and legislation. ISO 37001;
  • Private sector integrity and compliance policies;
  • Gender and corruption;
  • Transparency and accountability policies, co-operation with civil society, media and private sector;
  • Whistleblowing and witness protection policies and legislation.
     
Necessary Qualifications    
     
   
  • University degree in good governance, anti-corruption, law, criminology, economics, international relations, political science or equivalent professional experience in relevant fields;
  • A minimum of 6 years of experience in the area of good governance and anti-corruption;
  • Substantial experience in conducting trainings and workshops, producing feasibility studies, comparative analyses, drafting legislation, and producing assessment reports;
  • Experience in working with international donors’ community;
  • Knowledge of international frameworks, standards and best practices in the area of good governance and anti-corruption;
  • Professional fluency in English, including excellent written and oral skills; knowledge of other OSCE working languages in particular Russian would be an asset;
  • Excellent communication, presentation and negotiation skills;
  • Flexibility and ability to work under minimum supervision;
  • Demonstrated gender awareness and sensitivity, and ability to integrate gender perspectives into tasks and activities;
  • Ability and willingness to work with people of different cultural, and religious backgrounds, different gender, and diverse political views;
  • Computer literate with practical experience in Microsoft applications.
     
Remuneration Package    
     
    Remuneration will depend on the selected consultants/experts qualifications and experience and in accordance with the OSCE established rates.
