Background    
     
   

This vacancy is open only for the applicants with the citizenship of or permanent residence in the Republic of Serbia.

As fight against drug abuse is one of strategic priorities of the Government of the Republic of Serbia, the OSCE Mission to Serbia will support the Ministry of Health in its co-ordinating role in the Government’s Commission for the Fight Against Drugs in Schools. This is a multi-sectoral process which includes the Ministry of Health, Ministry of Education, Science and Technological Development, Ministry of Labour, Ministry of Justice, Ministry of Interior, Ministry of Youth and Sports, and office of the Ministry without Portfolio in charge of demographic policy. The Government of Serbia is expected to adopt a National Prevention Programme for the Abuse of Psychoactive Substances in 2020. A multidisciplinary team composed of psychiatrists, psychologists, police officers, prosecutors and experts from other relevant areas will visit the primary and secondary schools in the country and present the harmful effects of drugs to pupils.

Therefore, the Mission requires the services of a psychiatrist/consultant for the prevention of drug abuse who would be tasked to develop the methodology for the work of the multidisciplinary team. This methodology is to be used for training visits to primary and secondary schools, as well as other relevant institutions for youth.

     
Tasks and Responsibilities    
     
   

Under the supervision of the OSCE National Community Policing Officer, the consultant will be responsible for:

  1. Analysing the prevention standards for drug abuse; 
  2. Conducting interviews with the representatives of relevant ministries;
  3. Developing methodology for the work of multidisciplinary teams in Serbian language, which should include the following: o Prevention standards, o Procedure on how to work with students, parents and teachers on raising youth’s awareness of the harmful effects of drug abuse, with special attention to topics that contribute to reducing risky behaviour among youth;
  4. Providing recommendations for the Commission for Fight Against Drug in Schools, which are to be integrated in the methodology.
     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of Serbia;
  • University degree in medicine with a specialization in psychiatry;
  • Minimum 10 years of professional work experience in the field of psychiatry, in particular in the field of treatment of adolescent addictions;
  • Relevant experience and knowledge in the field of drug addiction prevention for youth;
  • Professional fluency in Serbian language, both oral and written, and good knowledge of English language;
  • Computer literate with practical experience in Microsoft packages;
  • Ability and willingness to work with people of different cultural, national and religious background;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

The consultant will be employed on a Special Service Agreement covering a total period of 10 working days, starting approx. from 10 March 2020, and will be paid an amount not exceeding 14,160 RSD per day worked, commensurate to individual qualifications and experience.

In addition, travel and accommodation expenses related to this consultancy, if any, will be reimbursed by the OSCE Mission to Serbia.
