Background    
     
   

Based on the negotiations and needs proposed by the Ministry of Economic Development and Trade of the Republic of Tajikistan for FEZ development, in 2019, the OSCE POiD the Project will review two Free Economic Zones in Sughd and Kulyab performances. The FEZs started their operations back in 2009 and the OSCE presence in Tajikistan has been supporting those since the very beginning. The FEZ in Kulyab started its operations in 2019. These zones are in a different stage of development. In this regard, there is need for a comprehensive analysis of the current status of development of FEZs.

The results of this evaluation and the recommendations on further development of the FEZs’ management will be provided to the Ministry of Economic Development and Trade for further considerations and designing reforms of the FEZs with the expectations of enhancing the capacity building. This will allow increasing the investment attractiveness of the FEZs, to extend their future operations, to expand the production volumes, to raise the exports of locally manufactured goods in the future and, finally to develop an exit strategy for the POiD support. The international expert will be coordinating its activities and performing its tasks with a team of local experts.

     
Tasks and Responsibilities    
     
   
  • Assess the existing situation with Sughd and Kulyab FEZs and conducts a comparative analysis of the operational performance of the zones;
  • Prepare the SWOT review and analysis with respect to the feasibility of FEZs and compliance with the existing FEZ-related policy, legal, regulatory, financial, and institutional arrangements, including FEZ-related environment, and regional and international best practices;
  • Based on the conducted assessment identify the main production potential of each FEZ;
  • Identify potential investment areas and investors based on production chain analysis;
  • Provide with recommendations on potential export to the CA and other countries;
  • Co-ordinate and support the work of two national experts, in particular:  - Support the National Expert to provide a legislative gap analysis and recommendations of legislative changes considering national specificities and international best practices; - Support the National Expert to analyze the international market potential for the FEZs, quantifying the difference of costs for producing potential products within and out of the FEZs;
  • Contribute to the assessment of human and institutional resource capacity needs for FEZs;
  • Develop an action plan on investment promotional activities and marketing support tools.

Deliverables:

A final report on the conducted evaluation of the Free Economic Zones in Soghd and Kulyab.

Duration of assignment: 01 November – 23 December 2019.

 

     
Necessary Qualifications    
     
   
  • Advanced Degree in Management and Business Administration, Economics, Commercial or Business Law, Public Administration or equivalent;
  • Minimum five years of relevant experience in consulting the Free Economic Zones, value chain development, public-private partnerships, project and programme management or equivalent;
  • Previous experience in Tajikistan is an asset;
  • Previous work experience in post-Soviet area is an asset;
  • Proven experience in designing and implementing high quality assessments and evaluations for Free Economic Zones, business entities, central and regional governments or other relevant beneficiaries;
  • Ability to deliver results through home-based tasks as well as to travel to Dushanbe;
  • Fluency in English. Fluency in Russian is an asset.

Remuneration Package    
     
    The consultant will be remunerated commensurate with consultant’s experience and qualifications in accordance with OSCE established rates. Applicants should indicate whether they wish to be included in the OSCE Roster of Consultants for similar assignments.
