This vacancy is open only for the applicants with the citizenship of or permanent residence in the Republic of Serbia.

The OSCE Mission to Serbia is seeking the services of two experts to conduct a needs assessment and, based on their findings, to develop jointly a comprehensive training curriculum which addresses discrimination the field of tourism. One expert, who will be hired through this vacancy announcement, will focus on the legal framework, policies and procedures governing tourism and its regulation. The other will focus on international and national standards governing discrimination, both general in the particular area of service provision.

Building on its previous support to state and local institutions, the OSCE Mission to Serbia intends to further enhance state capacity to implement laws protecting against discrimination and promoting equality. Towards this goal in 2019, the Mission has established co-operation with various institutions such as the Ministry for Trade, Tourism and Telecommunications, with the additional objective of promoting sustainable economic development in Serbia. The Mission will support the development and delivery of training on the implementation of non-discrimination policies amongst tourism professionals. The Mission will develop the curriculum co-operation with local actors in Southwest Serbia, the Commissioner for Protection of Equality and the Ministry for Trade, Tourism and Telecommunications.

     
Tasks and Responsibilities    
     
   

Under the supervision of National Programme Officer the expert will be responsible for:

  1. Conducting a needs assessment, which will take into account previous and current activities, resources and teaching materials in the field of tourist services;
  2. Developing a training curriculum for tourism professionals, while focusing on the provision of tourist services, jointly with the other expert;
  3. Maintaining regular contacts with representatives of the Ministry for Trade, Tourism and Telecommunication;
  4. Delivering a three-day pilot training in South West Serbia as one of two lecturers;
  5. Submitting a final report in Serbian and English that should contain, at a minimum, a detailed description of all activities; reasons/justifications for any change in plans and activities, if applicable; challenges/obstacles encountered and lessons learned.
     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of Serbia;
  • University degree in economics, tourism or a related area;
  • Minimum 5 years of relevant professional experience;
  • Excellent knowledge of legal framework and policy documents governing tourism and institutional setting for providing tourist services in the Republic of Serbia;
  • Knowledge of the Global Code of Ethics for Tourism and other relevant guidelines by the World Tourism Organization and its World Committee on Tourism Ethics would be an asset;
  • Strong analytical skills and report writing abilities;
  • Good interpersonal skills, clear communication and ability to establish working relationships with institutional stakeholders;
  • Professional fluency in English and Serbian, both oral and written;
  • Computer literate with practical experience in Microsoft packages;
  • Ability and willingness to work with people of different cultural, national and religious backgrounds;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

The consultant will be employed on a Special Service Agreement covering a total period of 10 working days, approx. from 16 October 2019 until 15 December 2019, and will be paid a total amount not exceeding 100.000 RSD, commensurate to individual qualifications and experience.

In addition, any travel and accommodation expenses will be reimbursed by the OSCE Mission to Serbia.
