Background    
     
    The OSCE Programme Office in Dushanbe is looking for highly qualified National Experts/consultants to support the Working Group under the State Committee on Investments and State Property Management for the review and development of the draft Tax Code of the Republic of Tajikistan in a new edition.
     
Tasks and Responsibilities    
     
   
  • Jointly with the working group of the State Committee on Investment and State Property Management (SCISPM) on review of the Tax code, develop a concept (structure) for elaboration of the draft tax code of the Republic of Tajikistan in a new edition;
  • Provision of empirical analysis of the current Tax Code of the Republic of Tajikistan;
  • Be familiar and to have the ability to work with business associations, private sector and investors to learn and research issues they face in taxation;
  • In coordination with the working group of the SCISPM, to work with business associations, the private sector and investors on the relevant issues and studying the difficulties and obstacles that they face with taxation;
  • In joint cooperation with the working group of SCISPM on review of the Tax Code, develop  concrete recommendations in the following areas:

a)  On optimizing the volume/quantity of taxes by using the unification measures, as well as combining taxes that have a similar taxable base, reduction and simplification of tax reporting, minimizing operating expenses;

b)     Simplification of tax legislation, elimination of contradictions and conflicts in regulatory legal acts in the tax field, strengthen the protection of the rights and legitimate interests of conscientious taxpayer;

c)   On improvement of information exchange mechanisms between government agencies and organizations, as well as forms and methods of electronic administration of taxes and tax control.

Expected Output/Deliverables:

The working group has been set up under the State Committee on Investment and State Property Management to review and elaborate the Tax Code of the Republic of Tajikistan in a new edition.

Provision of concrete recommendations and report to the Working group of the SCISPM on review of update of the Tax Code of the Republic of Tajikistan.

 

     
Necessary Qualifications    
     
   
  • Advanced Degree in Management, Economics or equivalent;
  • Minimum three years of relevant experience in public work for assistance and consulting in the field of entrepreneurship, investment, business or equivalent;
  • Analytical abilities and the ability to properly use methods for analysis, including empirical analysis and gap analysis;
  • Knowledge of the norms of the current tax code of the Republic of Tajikistan;
  • Experience of working with the legislative documents;
  • Fluency in Tajik and Russian languages.

Remuneration Package    
     
    The consultant will be remunerated commensurate with consultant’s experience and qualifications in accordance with OSCE POiD established rates. Applicants should indicate whether they wish to be included in the OSCE POiD Roster of Consultants for similar assignments.
