Background

     
   

The office of the OSCE High Commissioner on National Minorities (HCNM) was established in 1992 to identify and seek early resolution of ethnic tensions that might endanger peace, stability or friendly relations between OSCE participating States. The Personal Assistant to the High Commissioner supports the High Commissioner.

     

Tasks and Responsibilities

     
   

Under the supervision of the Personal Adviser to High Commissioner, the incumbent provides analytical support and personal assistant functions for the High Commissioner and the Personal Adviser to the High Commissioner. Duties include:

  • Screening incoming correspondence addressed to the High Commissioner Management Team, attaching background material to any important correspondence for the High Commissioner’s attention and forwarding mail to appropriate officers for further action, maintaining log books; 
  • Checking all outgoing correspondence/documents submitted for the High Commissioner’s signature or approval for format, completeness, as well as ensuring dispatch in a timely and correct manner;
  • Supporting the maintenance of the High Commissioner’s and Personal Adviser’s daily and long-term calendar and assisting with the arrangement of appointments with high-level officials and other counterparts;
  • Making travel arrangements for the High Commissioner and Personal Adviser, preparing travel authorizations, ensuring that visas and travel documents are in order, and completing travel claim forms; 
  • Receiving visitors, placing and screening telephone calls and responding to routine and non-technical requests for information for the High Commissioner;
  • Maintaining the Office's records and filing system;
  • Arranging internal and external meetings, including those with high-ranking representatives of participating States, specialized agencies or senior officials;
  • Co-ordinating with other Administrative Assistants in the work area, ensuring that the office is covered at all times and that the workload is evenly distributed.
  • Taking minutes of meetings;
  • Providing analytical and thematic support upon request;
  • Performing other related duties as assigned.
     

Necessary Qualifications

     
   
  1. Completed secondary education;
  2. Four years of clerical and administrative experience, preferably in an international setting;
  3. Computer literacy with practical experience in Microsoft applications, with knowledge of databases or ERP systems, such as Oracle, is an advantage;
  4. Professional fluency in English, including related drafting skills. Knowledge of another official language of the OSCE would be an asset.
  5. Ability to establish and maintain effective working relations with people of different cultural and religious backgrounds, different gender, and diverse political views, while remaining impartial and objective.
  6. Proven interpersonal skills.
     

Remuneration Package

     
   

Monthly remuneration is approximately EUR 2800 (12 times per year). OSCE salaries are exempt from taxation in The Netherlands. Social benefits will include the possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
