Background    
     
   

The OSCE Programme Office in Bishkek (henceforth, “the Office”) continues to be a committed partner to the Kyrgyz Republic in promoting good governance. Particularly, it provides support to the Government of Kyrgyzstan in its efforts to develop Small and Medium-sized Enterprises. The Office is establishing a roster of suitable locally recruited experts to be engaged in the implementation of Economic and Environmental programme projects and to provide expertise in one or more of the following areas:

  • Business management, including strategic, financial and HR management;
  • Marketing and Sales;
  • Business and business related regulation, including taxation etc.;
  • Functional analysis and/or optimization of state bodies’ functions;
  • Decision making process of governments at national and/or central level;
  • Mainstreaming gender into decision making procedures at central/ national level;
  • Management of public financial resources;
  • Civil engineering;
     
Tasks and Responsibilities    
     
   

Under the overall guidance and supervision of the Programme Manager, the Consultant will provide consultancy/expertise and assist in the implementation of EED projects, particularly:

  • Develop training modules and conduct training sessions for local entrepreneurs;
  • Conducting mini-MBA course on actual topics of business management;
  • Assist in implementation of project activities;
  • Draft analytical notes and reports including analysis of legislation;
  • Supervise the refurbishment of office premises;
  • Revision of building project design and its redeveloping;
  • Conducting events in the regions for local citizens.

Necessary Qualifications    
     
   
  • Higher education in Social Sciences, Law, Economics, International Development, Engineering or other related fields;
  • A minimum of three (3) years of relevant work experience in one or more of the above mentioned fields;
  • Good understanding of social, economic and political situation in the Kyrgyz Republic;
  • Proven experience in developing training modules and materials;
  • Professional experience in conducting trainings, seminars, courses on issues of business planning, marketing, accounting, financial management etc.
  • Work experience in completing consultancy assignments for the OSCE Programme Office in Bishkek and other international donor organizations and projects is an advantage;
  • Experience in managing/running businesses is an advantage;
  • Excellent analytical and writing skills;
  • Excellent skills in written and spoken Russian; working knowledge of English and Kyrgyz will be an added advantage;
  • Fully-computer literate.

Remuneration Package    
     
    Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
