Background

		Participation of the public in environmentally significant decision-making and access to environmental information are mandatory according to a number of regulatory and legislative acts of the Kyrgyz Republic. However, the prevalence of conflicts and low public participation are primarily due to a lack of effective mechanisms for public involvement, and a paucity of local bylaws regulating the impact of public opinion on decision-making processes. Inadequate public participation methods are also a problem for decision-makers who do not have the capacity to organize and hold preliminary consultations and systemize their results for making well-balanced decisions. Indeed, the area of environmental regulation has the most limited compliance in the Kyrgyz Republic, as it is linked with low public awareness and insufficient capacity of law enforcement and judicial system representatives who are mostly unaware of environmental law and environmental processes, at least not enough to render decisions and procedures according to the existing national legislation and international commitments of the country. In Kyrgyzstan, the OSCE Programme office in Bishkek’s work on the Aarhus Convention includes: a) supporting the promotion of the three pillars of the Aarhus Convention i.e. Access to Information, Access to Justice, and Access to Public Participation through support of the existing Aarhus Centre’s activities; b) establishment of an Aarhus Centre in Naryn and continuation of facilitating to Aarhus Centre in Issyk-Kul; c) engaging youth and raising of their awareness on environmental matters through conducting training sessions, discussions and competitions on ecological issues. In support of the Aarhus Centre in Naryn, the POiB will also work closely with the University of Central Asia, which will provide Aarhus Centre in Naryn with premises and basic facilities in the city centre. The POiB will contract one national consultant for two months to launch Aarhus Centre in Naryn and contacting with State Inspection for Environmental and Technical Safety (SIETS), State Agency for Environmental Protection and Forestry under the Government of the Kyrgyz Republic (SAEPF), other relevant government structures and civil society organizations to set up stable liaisons with the Aarhus Centres Network in Kyrgyzstan, and to help deepen the understanding of environment concerns through national debates on environmental issues. Naryn Aarhus Centre will act as a branch of the Aarhus Centre in Bishkek and will report on implemented activities and reached results to the Aarhus Centre in Bishkek. Objective: To continue strengthening the capacity and status of the Aarhus Centres through targeted trainings on administrative issues/ financial reporting and outreach activities, so as to enhance and to ensure their sustainability and operational capabilities in the future.

Tasks and Responsibilities

		Unrolling from 1 October 2019 through 6 December 2019, the work will include: Conducting a round table dedicated to on implementation of the Aarhus Convention in Kyrgyzstan and establishment of the Aarhus Centre in Naryn; Organizing workshop for students of the University of Central Asia (Naryn campus) on environmental preservation; Contacting with Government entities and civil society organizations of the Naryn region in order to set priorities of work for 2020 and upcoming years; Overall coordination of the project activities; Participation in project activities; Monitoring and evaluation; Holding negotiations with government partners at national, regional and local level; Drafting and preparation of memoranda of understanding; Preparation of narrative reports on project activities; Reflection of the project achievements in Media; Preparation of materials for the presentation of end-results; Arrangement and conducting the presentation of the project end-results; Reporting to OSCE POiB according to required format and period. Necessary Qualifications

		At least 5 years of experience in natural resources management and environmental protection; Experience in collaborating with governmental bodies, international/national experts and institutions; Exposure to environmental issues or nature resource management is desirable; Sound understanding of key software packages (MS Office); Extensive and proven knowledge of environmental rights standards; Experience in conducting public hearings on environmental matters and various national documents, including legislation as well as developing information materials; Ability to speak Russian and Kyrgyz, English would be an asset.

Remuneration Package

		Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
