Background    
     
   

As of January 2018, the official number of persons with disabilities (PwDs) in Kyrgyzstan reached 181,400, making up 3% of the total population. The State Personnel Service (SPS) reports that only 108 PwDs are employed at state and municipal service. As part of the OSCE project “Supporting the Kyrgyz Republic in further upholding economic, social and cultural rights (ESCRs)” the OSCE POiB will continue to support and co-operate with the SPS by providing it with expertise and joint efforts to create favourable labour conditions for PwDs enrolment at the state service. The support will be provided in response to the request of the SPS through MFA. The consultant will introduce the state officials to the code of ethics and manners while working with PwDs. The training courses will be conducted by the consultant for the purpose of raising awareness and assessing readiness of the state bodies in implementation of the CRPD.

The objective of the consultancy is to develop and adapt a package of training courses and tools to strengthen disability inclusion, creation of employment opportunities and an accessible environment at state and municipal premises. Moreover, consultant shall assist the State Personnel Service in creating vacancies suitable for PwD inclusion.

     
Tasks and Responsibilities    
     
   
  • To produce a training curriculum and all the necessary teaching and learning materials for the training on ethics and PwD inclusion (accessible environment);
  • To conduct all the above-mentioned training courses as requested by the SPS (5-7 training courses);
  • To generate vacancies suitable for PwD inclusion at state and municipal services and to discuss them with SPS;
  • Develop training assessment and follow up tools;
  • Review laws and documents including: Convention on the Rights of Persons with Disabilities, legislation in the field of public and municipal service, labour code, Kyrgyz specific disability related documents;
  • Training of SPS staff and personnel management services of state bodies and local authorities on the methods and procedures of conducting tests among PWD;
  • Provide recommendations for the effective functioning of the SPS HR and its affiliated departments in the provinces;
  • To submit a report to the Acting Head of Human Dimension on the developments and results achieved.

The Expert/Consultant is responsible for the timely and professional production of project deliverables, established in the Terms of Reference. The Expert/Consultant will be instructed as to the specific substance of the deliverables, to be discussed with the Head of Human Dimension, to ensure the highest quality possible.  

Reports:

  • To submit to the Head of Human Dimension a final report concerning a full evaluation of the work done by the trainer and recommendations for further actions if required.

Necessary Qualifications    
     
   
  • University degree in Social Sciences, Organizational Development, Psychology, Law or related fields, at least three years of professional experience related to HR;
  • At least three years’ experience in human resources, including development of human resources strategies;
  • Knowledge of legal base and issues related to persons with disabilities in the Kyrgyz Republic;
  • Experiences with developing, pre-testing training materials;
  • Working experience in conducting workshops, training courses;
  • Extensive experiences and expertise in/from the disability sector and disability inclusive development;
  • Knowledge of gender sensitive development programming, community development, and local governance;
  • Experience working with Disabled Peoples Organizations;
  • Experience in strategic planning and organizational development;
  • Excellent report writing skills;
  • Excellent analytical and presentation skills in Russian and Kyrgyz languages;
  • Availability to fulfil the role and tasks within the stipulated timeframe.

Desirable

  • Experience working with companies on diversity initiatives, especially on disability and inclusion.

Remuneration Package    
     
    Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
