Background    
     
   

The OSCE Programme Office in Dushanbe (POiD) is planning to be involved in a wide range of activities to support the Committee of Emergency Situation and Civil Defense (CoESCD) under the Government of Tajikistan. 

In 2018  the Office donated technical equipment to the Press Center of  CoESCD. The equipment is being used for broadcasting from locations, where disasters occur, thus contributing to capacity building of journalists reporting on disasters, increasing the quality of coverage and preventing the spreading of inaccurate information. Following up on the previous activity, POiD is planning to organize training on enhancing the communication skills of the Committee’s Press Centre staff both from regions and central office.

In this regard, the POiD is looking for an international expert to conduct a three days training on media training course for the Committee’s Press Centre staff.  The training course would contribute to an increase in the media and communication skills and quality of coverage. The Committee’s Press Centre staff would benefit from the training gaining knowledge on the traditional and modern media methods, new tendencies in the development of media and other related topics.

Objective:

The key objective of communication enhancement training is to help the Press Centre staff to obtain and develop their media and communication skills and give them supplementary skills to deliver clear, precise and succinct messages under pressure or any emergency situations. The three-days training course would be both theoretical and practical, which will build the participant’s confidence and help them to expand their skill set so that they are equipped to deliver effective and successful media methods. We therefore invite requests for proposal from various experienced consultancy services to carry out media training for our staff members who are media facing as specified in this Terms of Reference.

By the end of the training course, the participants of the training should obtain: - Traditional and modern media methods; - Technologies for creating interesting content. Effective copywriting. - Event management: Organization of press conferences, briefings, round tables

 

     
Tasks and Responsibilities    
     
   
  • To provide three days media and communication enhancement training in Russian language for a total of 10-15 Press Centre staff of the CoESCD, who are mainly working with media and communication;
  •  To prepare the course agenda and questionnaire for conducting pre and post-tests and share it for approval with the National Programme Officer, DRR before the course beginning;
  •  To use a balanced theoretical and practical methods for the training;
  •  Prepare and submit the final training report;

The training should cover new media methods and their importance for communication. The course must include the following:

  • Traditional and modern media methods. New tendencies in the development of media;
  •   Media relations. Opportunities and limitations. How to choose the right media platforms for effective work?;

  •  Management of media relations, direct interaction with the media;

  •   News flow and informational occasion: how to create and where to search; 

  • Organization of the effective work of the press service with the media;

  • Preparing speakers for speaking / talking to the media;

  • How to interest the audience? How to keep an audience? How to complete a contact?;

  •  Oratory mastery. Ability to greet the interviewer and audience;

  •  Establishing and maintaining eye contact during a media contact;

  • Sector review. Contact with the interviewer, contact with an opponent, contact with a virtual viewer;

  •  The laws of color in the frame. Details of the costume. Make up. The laws of the photo shoot;

  •  Accompanying materials: photo, video, audio, logo, presentation, press wall;

  • Posing and gestures. Sitting position, standing position. Principles of gestures. Cut off non-functional gestures;

  •  Speech. Breath. Vote. Technique and logic of speech. Intonation. Stress Work on diction;

  •  Monologue and dialogue on the air. Discussion. Interview. Talk show;

  •  Work on the camera. Features of working with an invisible audience. Receptions work on the camera. Overcoming the fear of live performance;

  • Technique of answering questions and overcoming objections. Crisis situations, provocations, how to respond. "No comments";

  • Workshop "Faithful non-verbal contact." Practicing performance skills in mini-groups.

 

  Technologies for creating interesting content. Effective copywriting 

  • Writing texts. Copywriting. Editing. Typical stylistic mistakes. Logical structure;

  • How to identify the desired audience of your blog (the blog’s audience may not be 100 per cent relevant to the client audience);

  • Content planning. The rhythm of posting. Rubrication;

  • Comments. The strategy of interaction with the community. Public relations;

  • Blog management and promotion in social networks;

  • Materials for publication: which types will have maximum efficiency? Modern trends;

  • Visual communication. Video blogs and video communication channels;

  • Using video or audio recordings, webinars and podcasts;

  • Preparation of illustrations. Use of photos;

  • Video interview. Life Stream and Story;

  • What is important during the broadcast. What to do after the broadcasts?

  • Practical training session “Using video, live-streams and stories”.

Event Management: Organization of press conferences, work in social networks and SEO promotion. Organization of press conferences, briefings, round tables

  • Strategic approach to organizing events: from idea to realization.

Deliverables:  

  • Prepare and share the agenda before the course dates taking into consideration all the above-mentioned thematic areas for media training;
  • Prepare and share the  questionnaire for the pre and post-tests before the course dates. The questionnaire should consist of the training topics and should cover the main points (a max of 10 questions);
  • Conduct the training as per the training dates;
  • Prepare the final report on the training along with recommendations for further improvement of media skills for the Committee’s Press Centre staff.

 

     
Necessary Qualifications    
     
   
  • The Consultant must be a media specialist preferably with the focus on/working experience in the emergency branches and environmental protection and at least 8 (eight) years of experience working as a media specialist in the Commonwealth Independent States (CIS) country;
  • Working experience in Tajikistan and knowledge of Tajikistan emergency media challenges is an asset;
  • The candidate should have excellent organization, training and management skills with sufficient capacities to target specific objectives of this assignment;
  • Fluency in both Russian and English is required; the candidate should have strong presenting skills, both in Russian and English;
  • Two recommendations from previous assignments should be provided.

Remuneration Package
