Background

		This vacancy is open for the applicants with the citizenship of an OSCE participating State, excluding the Republic of Serbia. The OSCE Mission to Serbia is looking for an international expert to conduct research on the transposition of Article 22 of Directive 2012/29/EU by Member States and to define the methodology for developing an Individual Assessment Tool for victim support provider institutions. Namely, as envisaged by the Mission’s project on “Support for Victims and Witnesses of Crime”, a methodology needs to be developed for a unified Individual Assessment Tool, which could be incorporated in the work of all victim support service providers. This would ensure that victims receive a timely and individual assessment, in accordance with national procedures. By identifying specific protection needs, this would also help determine whether and to what extent victims would benefit from special measures in the course of criminal proceedings, due to their particular vulnerability to secondary and repeated victimization, to intimidation and to retaliation.

Tasks and Responsibilities

		Under the supervision of the OSCE National Legal Officer, the expert will be responsible for: Conducting interviews with representatives of relevant Serbian institutions/victim support providers that will implement the future Individual Assessment Tool; Preparing and writing an analysis of the transposition of Article 22 of the Victims’ Rights Directive (2012/29/EU) by Member States, and an analysis of the development and implementation of the Individual Assessment Tool for victims of crime in Member States, including the following: comparative analysis of the legislative framework, including bylaws, relevant to the national transposition of the provisions of Article 22 of Directive 2012/29/EU in selected Member States that have adopted or amended such framework; comparative analysis of the development and implementation of the Individual Assessment Tool, including examples of best practices that might be applied in Serbia, and with particular focus on methodologies applied and main challenges identified; Preparing and drafting a unified and standardized International Assessment Tool (form/questionnaire) which can be used by Serbian institutions/service providers from the first point of contact with victims of crime, based on best practice European examples; Presenting the key findings of the analysis to the representatives of relevant institutions/victim support providers that will implement the assessment tool.

Necessary Qualifications

		Citizenship of an OSCE participating State, excluding the citizenship of the Republic of Serbia; University degree in law/social studies/humanities; Minimum 5 years of professional experience in the field of victim support; Excellent knowledge of international and European standards in relation to victims’ rights; Experience in developing and drafting documents/forms/questionnaires related to the individual assessment of crime victims; Professional fluency in English language, both oral and written; Computer literate with practical experience in Microsoft packages; Ability and willingness to work with people of different cultural, national and religious background; Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities. Remuneration Package

		The expert will be employed on a Special Service Agreement for a period of up to 2 months, and will be paid an amount not exceeding 4,000 EUR per month worked, commensurate to individual qualifications and experience. In addition, the OSCE Mission to Serbia will bear any travel costs associated with the consultancy.
