Background
     
   

The OSCE Special Monitoring Mission (SMM) to Ukraine is looking to hire an external consultant to design and deliver two custom workshops over the course of 3 days on writing skills for its Reporting and Political Analysis head office staff and other report writers in the Mission (two groups of approximately 15 persons each).

 

One of the Mission’s main tasks is to monitor and report on the security situation in Ukraine, with a particular focus on the security situation in eastern Ukraine, as well as on respect for human rights and fundamental freedoms, including the rights of persons belonging to national minorities. The SMM’s reporting officers are based in the Mission’s headquarters in Kyiv. The Mission has also monitoring officers who act as reporting officers in its ten field offices in Ukraine, including in regions of Donetsk and Luhansk. Their main responsibility is drafting the Mission’s internal regular and thematic reports, ensuring they are accurate and consistent with the SMM’s observations on the ground. Reporting officers in the head office prepare and edit various (daily, weekly, thematic) reports on the Mission's activities and other political and related issues. The SMM’s external reports are disseminated within the OSCE Institutions, among participating States and publically (the OSCE’s website, the OSCE’s social media, the media, various other recipients). The Mission reports focus mainly on the security situation in eastern Ukraine (ceasefire and withdrawal of weapons_ and the impact of the conflict on civilians (access to basic services, human rights violation, freedom of movement, etc.).

 

The aim of the workshop is to improve the reporting officers’ skills in writing various factual and analytical reports for the SMM’s needs effectively, i.e. knowledge on what makes an effective report; employing various styles and adjusting the language and information presentation depending on the target audience; keeping accuracy and avoiding verbosity; editing and proofreading; and writing efficiently under tight deadlines.

Tasks and Responsibilities
     
   

Tasks and Responsibilities of the External Training Consultant:

  • To liaise with the Reporting and Political Analysis Unit in order to determine learning needs, course curriculum, and learning outcomes.
  • To design the workshop and the associated training methodology, taking into consideration the particular context of the SMM and the current situation in Ukraine.
  • To design all training and examination materials, including hand-outs and presentations.
  • HR will liaise with the consultant to agree upon and finalize the terms of the Special Service Agreement.
  • To liaise with the SMM Human Resources/ Learning and Development Unit during the evaluation process of the training.
  • To remain flexible for short-notice changes within the contract period.

 

The services required from the external training consultant are as follows:

  • Design a workshop on report writing for the Mission’s reporting officers and other report writers. The workshop should include bespoke report writing exercises, interactive materials and hand-outs (electronic and/or paper). The consultant will be provided with samples of the Mission’s reports in order to use them during the workshop and provide feedback on how to improve them.
  • Deliver the workshop to a selected group of Mission members.
  • Provide feedback in response to the SMM’s and the workshop participants’ requirements.

 

The following topics should be included within the workshop:

  • How to write factual and analytical reports effectively, particularly focusing on the security, humanitarian and political aspects of report content.
  • How to write isolating factual information from background/anecdotal information including when to complement factual information with background/anecdotal information for context.
  • How to adjust the reporting style and language depending on the target audience(s) including the general public, host government, OSCE participating States and other diplomatic or security forums.
  • How to keep the reader’s attention.
  • Time management – writing reports under tight deadlines.
  • How to stay accurate but avoid being verbose.

 

Methodology

The workshop should be delivered using interactive learning methods: practical exercises, facilitation, role play, case studies, etc. The participants should receive copies of the training materials, relevant hand-outs. Feedback to the participants shall be provided throughout and at the end of the workshop.  Expected Outcomes

 

At the end of each course, the participants will be expected to:

  • Better understand how to write factual and analytical reports focused on the security, humanitarian and political aspects of the Mission’s area of responsibility; and have enhanced political report drafting skills;
  • Identify and use appropriate language and style, adjusting them as necessary depending on the audience (general public, host government, OSCE participating States and other diplomatic or security forums);
  • Improve the ability to analyse and produce concise and accurate content from multiple sources including factual data and background information; and
  • Draft high quality urgent reports while remaining objective, accurate and succinct. 
     
Necessary Qualifications
     
   

The consultant selected to deliver this training must have the following qualifications:

  • Expertise in communications; experience in Eurasia a plus.
  • Experience in reporting on conflict and the security and humanitarian situations in conflict areas.
  • Demonstrated experience in delivering workshops on report writing, desirably for international organisations, government agencies and/or non-governmental organisations.
  • Excellent command of English, preferably a native speaker or native-level fluency.
  • Excellent facilitation and presentation skills.
  • Proven ability to use interactive techniques and modern training approaches.

 

Time Frame and Venue

Duration of the course is a total of 3 days; 2 consecutive sessions of 1.5 days each.  The workshop shall be delivered in Kyiv, Ukraine.

 

Service levels and Performance

The OSCE SMM will monitor the external training consultant’s performance during the contract and seek feedback from the participants regarding the training received.

Failure to provide training on the date and to the location agreed will be deemed a material breach of the contract.

Remuneration Package
     
    Remuneration will be commensurate to educational background and years of relevant experience of the selected candidate, in line with the OSCE Staff Regulations and Staff Rules.
