The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.
The successful candidate will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period. The incumbent will work in the OSCE Mission to Serbia’s Administration Unit.

Tasks and Responsibilities |
|
|
|
|
|
|
|
Under the supervision of the Chief of Fund Administration (CFA), the incumbent manages the Administration Unit’s Material Management Section dealing with procurement, contracting, assets, transport and building management. Specifically, the National Material Management Officer is responsible for:
- Co-ordinating and controlling procurement of goods and services:
- Co-ordinating the purchase of high-value equipment and complex services;
- Assisting in the drafting of Terms of Reference for complex equipment or services;
- Ensuring proper application of procurement procedures;
- Negotiating with suppliers and recommending the course of action to the CFA;
- Following up on disputes of non-legal nature with local vendors/suppliers;
- Maintaining the Mission’s workflow approval tree;
- Managing tendering and contracting, including for the award of local window contracts:
- Approving purchase requests and purchase orders up to a delegated authority;
- Drafting/reviewing invitations to bid;
- Analysing financial aspects of bids; drafting evaluation summaries and reports;
- Reviewing and evaluating requests for sole-source and exigency procurement, analysing justification for waiver of standard bidding procedure and making recommendations;
- Implementing the finalisation of the purchase and the award of contracts;
- Supervising the implementation of the Mission’s asset, transport and building management requirements:
- Overseeing the asset requisition and disposal plan from new purchase of assets, receipt, inspection and registration of new assets;
- Proposing and presenting cases to the Fund Material Management Committee;
- Supervising the implementation of the Mission’s building management requirements and operational and management standards;
- Overseeing the administration of donation agreements and lease agreements;
- Overseeing the management of the Mission’s vehicles and drivers;
- Managing the Material Management Section and directly supervising 5 mission members;
- Conducting and overseeing market research and screening suppliers, including implementing partners, ensuring they meet OSCE requirements;
- Preparing procurement reports, statistics and analyses for the CFA;
- Performing other duties as required.

Necessary Qualifications |
|
|
|
|
|
|
|
- University degree in Business Administration, Commerce, Economics or Management;
- Minimum 4 years of professional experience in procurement, contracting, asset management or commerce;
- Knowledge of accountancy or procurement procedures (order to delivery);
- Excellent knowledge of OSCE or equivalent procurement policies and regulations;
- Knowledge of international procurement procedures would be an asset;
- Excellent written and oral communication skills in English and Serbian
- Computer literacy with practical experience in Microsoft applications; Prior experience with electronic resource management applications would be an asset;
- Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
- Possession of a valid driving licence.

Remuneration Package |

The incumbent will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance and continuing need for the post.
Appointments are normally made at Step 1 of the applicable salary scales.
Monthly remuneration, subject to social security deductions, is approx. EUR 2,440.00. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
