Background

The OSCE Mission in Kosovo (the Mission) through its Law and Justice Section (LJS) monitors the justice sector, including judicial and relevant non-judicial institutions for compliance with human rights standards. Furthermore, the OSCE Mission in Kosovo, within its mandate to develop capabilities and skills of youth in the area of public leadership, volunteerism, confidence-building, critical thinking, social cohesion and justice, freedom of expression, and dialogue, monitors situation and supports activities targeting youth. Kosovo has significant youth population. There is a great potential of young people to contribute to economic, political and social development. The Mission focuses its support on increasing and improving young people’s participation and contribution to policy design and decision making in public life. In 2017, the Mission supported civil society organizations, including organizations dealing with youth, to identify and develop activities aiming to increase skills and participation of youth in public life.

In 2018, the Mission will organize Kosovo wide competition on photography depicting every day human rights situation in their environment and poetry competition. They will then depict these situations through photography or poem. The human rights photography and a poem/song competition will target youth 15-25 years of age. There is also a huge potential of culture and art to promote human rights and reach out to larger population.

Objective

The main objective of the activity is to improve institutional and civil society efforts to promote and protect individual rights through building capacities and skills among youth to identify and present issues they identify in their everyday life at school at home, in the street, etc. The activity aims to teach youth about human rights and discrimination and encourage them to think creatively and identify every day situation that can contribute to discrimination or promote non-discrimination.

Tasks and Responsibilities

Tasks of the local consultant are the following:

  • The consultant will be engaged for five working days during which period s/he will prepare a music and performance for the winning poems for the launching event of the human rights photography and poetry competition
  • The consultant will provide all necessary equipment to produce high quality sound and recording of the video material
  • The consultant will consult and discuss with the OSCE project/activity manager on any issue concerning the process
  • The consultant will keep regular contact with the authors of the poems to ensure the final product reflects the message
  • The consultant will assist in presentation of the final product during closing event

These services from the consultant will be delivered in person through regular contacts and meetings.

Deliverables

  • The local expert will develop music for the winning poem, make arrangement for the song and record it (in original language of the poem)
  • Concept of the performance with audio/video material in duration of  about three minutes with music composed for wining poem to be delivered to the OSCE one week upon completion of the first four days in Consultancy and no later than the end of October
  • Background music performance for other selected songs to be performed during the launching event
  • The local expert will perform the winning song during the launching event in cooperation with the author

Performance Indicators

  • Detailed working plan related to composition, arrangement of the song and meeting with the author of the poem
  • Timely delivery of audio and video material
  • Performance during the closing event
  • Final evaluation report

Necessary Qualifications

  • University degree in the Arts and Music;
  • Minimum of two (2) years of experience in composing and arranging songs;
  • Professional experience in a multi-cultural setting;
  • Excellent communication skills;
  • Experience in working with youth,
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, while maintaining impartiality and objectivity;
  • Fluency in English and Albanian languages;
  • Knowledge Serbian language is an asset

Remuneration Package

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
