Background    
     
   

The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.

The successful candidate will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance and continuing need for the post. The incumbent will work in the Democratic Governance Section of the Democratization Department.

     
Tasks and Responsibilities    
     
   

Under the supervision of the Senior Governance Adviser, the incumbent assists in the development and implementation of projects and activities aimed to support the Serbian National Assembly’s oversight role, regional co-operation, accountability, transparency and co-operation with civil society. In addition, the incumbent provides administrative assistance to the Democratization Department’s Democratic Governance Section. Specifically, the Programme Assistant is responsible for:

  1. Assisting in the development of strategies, projects and activities related to strengthening the oversight role of the Serbian Parliament, increasing accountability of MPs and promoting regional co-operation, as well as increasing transparency of the work of the Parliament in close co-operation with civil society;
  2. Monitoring developments in these and other areas, conducting background research, and providing the necessary information thereupon, including through written documents, such as reports, summary briefs, meeting notes/minutes, presentations, talking points;
  3. Maintaining records of programme activities and projects with indicators of performance;
  4. Assisting in the organization of needs assessments, workshops, meetings and other events, in co-operation with external partners;
  5. Presenting data using comparative analysis and complex formats such as spreadsheets, charts, matrixes and databases;
  6. Providing administrative assistance, including in the annual budget planning process and in the organization of activities, e.g. official travel arrangements, accommodation, preparing terms of reference and other administrative forms/requirements, etc.;
  7. Maintaining regular contact with and monitoring the work with the OSCE implementing partners, consultants and other service providers;
  8. Maintaining communication with external partners at the appropriate level, such as parliamentary counterparts, representatives of independent institutions, and civil society to organize joint activities, arrange meetings, implement tasks and provide briefing/reports;
  9. Providing interpretation and translation services to international staff from English to Serbian and vice versa;
  10. Performing other duties as required.
     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of Serbia;
  • Completed secondary education, supplemented by formal studies or training in administration, languages or social or political studies;
  • Minimum four years of working experience in administration of projects or project planning, implementation, reporting and evaluation;
  • Previous working experience in the field of democratic governance;
  • Excellent knowledge and understanding of the current political developments in Serbia;
  • Knowledge of OSCE or equivalent administrative framework would be an asset;
  • Computer literate with practical experience in Microsoft packages;
  • Excellent oral and written communication skills in English and in Serbian;
  • Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
  • Holding a valid driving licence.

Remuneration Package    
     
   

The incumbent will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance and the continuing need for the post.

Appointments are normally made at Step 1 of the applicable salary scales.

Monthly remuneration, subject to social security deductions, is EUR 1,504.92. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
