Background information:

In 2018, the OSCE Project Co-ordinator in Ukraine (OSCE PCU) implements jointly with the Supreme Court (SC) a Project "Supporting Supreme Court in Judicial Reform Implementation" (the Project), aimed, in general, to enhance inclusiveness and transparency of the judicial reform process and facilitate awareness raising in line with international best practices.

To play the role of main body carrying out responsibility of judicial reform leading institutions, the Supreme Court must have relevant communication capacity. This includes efforts put into development of communications strategy of the Court and its judges-speakers, as well as into development of the communication framework and staff of the Court’s secretariat.

Taking into account the aforesaid, it was decided to develop the concept and the programme of media trainings in the area of public communications and to train the judges and the staff of the SC. Due to this, OSCE PCU finds it reasonable to employ Experts on Strategic Communications, who will be a part of the Group of Strategic Communications Experts to be set up by the OSCE PCU.

Please note that this is a consultancy assignment of approximately 50 working days. The consultant will be required to work from home with the ability to travel if necessary.

 

Task

Strategic Communications Expert shall carry out the following tasks:

  • to develop the concept and the programme of the trainings on the strategic communications, anti-crises communications, skills of communicating with mass media for the SC judges and SC staff;
  • to contribute, in close cooperation with other expert – member of the Expert Group – to the development of the trainings for the SC judges and SC staff (development of the agenda, hand-outs, evaluation questionnaire and other materials etc.);
  • to contribute to the conducting of 4 trainings for the SC judges and SC staff on strategic communications, anti-crises communications, skills of communicating with mass media;
  • to perform any other tasks within the Expert’s competence, though not directly described or listed above, however, relevant and necessary for the successful achievement of the respective Project's aims.

 

Necessary Qualifications:

  • professional or postgraduate education in the field of communications or journalism, or other relevant education will be an asset;
  • at least 5 years of professional experience in communications and conducting trainings, seminars and other forms of individual and group studying;
  • at least 4 years of professional experience in developing of communication strategies, plans and analysis of communication effectiveness;
  • at least 4 years of professional experience in developing key messages and preparing speakers for media communications and public speaking;
  • experience in crisis communications, in particular in preparation of speakers for communication with the media in the enemy informational space;
  • experience in implementation of communication projects for public authorities or/and local authorities;
  • skills in developing of key messages on judicial reform or/and similar issues.

 

Remuneration Package:

According to the PCU consultancy fees guidelines.
