Background    
     
    The OSCE Programme Office in Dushanbe is looking for highly qualified, motivated and experienced Tajik professionals for the position of Programme Assistant on Counter Terrorism and Police Issues.
     
Tasks and Responsibilities    
     
   

Under the close supervision of the National Police Assistance Officer and Counter Terrorism and Police Issues Adviser, the Programme Assistant is responsible for providing assistance to the National Police Assistance Officer and Counter Terrorism and Police Issues Adviser in implementation of the Fostering Political Dialogue and Security Programme, including:

  • Drafts financial and programmatic reports based on reports by implementing partners as well as monitoring visits to the project sites; 
  • Drafts all relevant financial and administrative documents, including contracts with implementing partners;
  • Assists in developing a follow-up strategy, including project outlines, documents and proposals as well as financial and other requirements related to the follow-up, in co-operation with implementing partners and governmental authorities;
  • Drafts and assists in developing new project proposals for the Programme, within the Office’s yearly planning and multi-year outlook;
  • Assists in establishing and maintaining contacts with government offices, international organizations, local authorities, and research institutions that are relevant for the implementation of Programme activities;
  • Drafts Programme inputs for the Office’s Activity Report and other regular reporting;
  • Maintains a database relevant to the programme, including project information, background information, partner and other relevant interlocutors’ information;
  • Assists in arranging and organizing Programme-related events, inter alia, seminars and visits to the area by OSCE delegations and other involved players;
  • When required provides interpretation/translation in Tajik/Russian/English languages;
  • Performs other tasks as required.
     
Necessary Qualifications    
     
   
  • Secondary education supplemented by trainings in the related field;
  • A minimum of four years of experience in program/project planning, management and implementation including financial management;
  • Computer literate with practical experience of Windows and Microsoft applications;
  • Good communication and interpersonal skills;
  • Excellent oral and written communication skills in English, Russian and Tajik languages;
  • Ability to work with people of different nationalities, religions and cultural backgrounds.

Remuneration Package    
     
    Monthly remuneration, subject to social security deductions, is 751.50 EUR. Social benefits will include participation in the medical insurance scheme and the OSCE Provident Fund.
