Background
In continuation of previous activities, the OSCE Department for Security and Public Safety (DSPS) within the OSCE Mission in Kosovo (OMiK) will organize training on countering financing of terrorism (CFT) as a comprehensive capacity building endeavour based on the needs and local specifics to support efforts to strengthen the Kosovo framework in this portfolio. It will involve all competent authorities which impact the effective implementation of Kosovo’s CFT. The said training is reflecting the fact that the terrorist threat is present and still evolving worldwide. Moreover, the financial disruption of terrorist networks appears to be of paramount importance. Apart from enhancing the capacities of training participants representing both law enforcement bodies and the judiciary, it is envisaged to jointly train course participants holding both administrative and criminal mandates in the field of CTF. In view of conspicuous shortcomings in terms of interagency-cooperation amongst all competent stakeholders to date, and improvable ability and commitment on the judiciary’s side the latter will be much more involved in number in proportion to training activities in the past. The designed training will be in compliance with TNTD/ATU’s counter-terrorism programs and activities. All attendees will be provided with further know-how enabling them to successfully play a role in CTF in future.
Objective
The main purpose of the planned activity is to help achieve and maintain legal and administrative compliance with international standards in the field of countering financing of terrorism. . Sources of information, the role of the Financial Intelligence Unit, case management, prevention of the abuse of non-profit organizations for terrorist financing, Foreign Terrorist Fighters and new payment methods will be the centre of attention.
Tasks and Responsibilities
Under the supervision of the Activity Manager, the international expert will provide the participants with his/her knowledge and expertise in the area of CFT to ensure efficient and effective investigations on terrorist financing related cases.

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
