Background    
     
   

The "Pan-European Strategic Framework for Greening the Economy'' approved by the 8th Environment for Europe Ministerial Conference  in Batumi, Georgia, in 2016 aims to guide the region in its transition to an inclusive green economy by 2030. It is set to assist countries in the development and implementation of their policies, strategies and plans for greening the economy and achieving sustainable development. The Framework proposes a vision, objectives and focus areas that build on the policy effort that followed the Rio+20 Conference outcomes and the 2030 Agenda for Sustainable Development, as well as on the knowledge base and good practices developed in the region.

In 2016 and 2017 the Mission supported an outreach campaign, including two conferences aimed at promoting circular economy as an instrument for sustainable development. The events gathered over 300 representatives of business sector, industries, state and local authorities, Provincial MPs, and civil sector. Through presentations of new legislation on waste management, policies promoting circular economy principles, good practices, legislative and economic incentives supporting the transition to circular economy, and new technologies, the participants were informed about the advantages of adopting new business practices.

As a part of its wider efforts to foster sustainable development, the Mission will continue to promote circular economy as a means of creating new job opportunities and strengthening sustainable development by linking economic and societal growth with environmental security. To this end, the Mission will organize two capacity development events for Members of the Parliament (MPs) to strengthen their role in overseeing the implementation of the UN 2030 Sustainable Development Goals. In the course of this activity, relevant MPs will acquire further knowledge about the benefits, opportunities and challenges of transitioning to circular economy, effective national legislation supporting circular economy initiatives, local and national policies conducive to sustainable economic development, and “green job” prospects.  Particular emphasis will be given to addressing ways to improve sustainable waste management policies including upgrading waste separation, recycling, re-use, waste water treatment processes, and waste-to-energy schemes. 

     
Tasks and Responsibilities    
     
   

Under the supervision of the OSCE Mission to Serbia’s Senior Governance Adviser, the consultant will conduct an overview of landfill locations and propose four that will be selected for site visits. The chosen landfills are to provide examples of both improved waste management practices but also substandard waste deposit sites.  During the visits, the consultant will deliver two presentations addressing the nexus between sustainable development, circular economy and waste management policies, in line with international standards.

The overall aim of this activity is to develop the capacities of MPs in the areas of sustainable development, circular economy, resource efficiency, and waste management, with particular emphasis on reducing environmental risks, economic progress, and improving human well-being and social equity in Serbia.

During the presentations, the consultant will focus on:

  • promoting benefits, opportunities and challenges related to transitioning to circular economy;
  • effective national legislation supporting circular economy initiatives;
  • local and national policies conducive to sustainable economic development;
  • prospects of economic development and opportunities in light of generating “green jobs”, particularly in the waste sector;
  • contribution of MPs, including policy-making and advocacy efforts, in support of legislation promoting sustainable development initiatives.
     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of Serbia;
  • Advanced university degree in law;
  • Minimum 10 years of professional experience in the environmental field, including screening, drafting and analysing of national and international environmental law, as well as implementing legal aspects of environment-related projects in Serbia;
  • Previous engagement in international projects dealing with environmental and sustainable development issues, especially waste management;
  • Experience in working in a civil society organization;
  • Profound national and international, legal and practical knowledge of waste management;
  • Profound knowledge of the Serbian and the EU legal and regulatory framework related to public administration, as well as to good governance, environmental crime and sustainable development issues, including waste management, waste water and emissions trading;
  • Professional fluency in English language, both oral and written;
  • Good presentation and communication skills;
  • Computer literate with practical experience in Microsoft applications;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate gender perspective into tasks and activities;
  • Ability to work with people of different nationalities, religions or cultural backgrounds and diverse views while maintaining impartiality and objectivity.

Remuneration Package    
     
    The consultant will be employed for a period of 3 months (tentatively from September 2018 to November 2018) and will be remunerated a total amount of up to 400 EUR, commensurate to his/her qualifications and experience, upon completion of all envisaged tasks.
