Background    
     
   

The OSCE Mission to Serbia requires the services of one international expert, with experience in investigating and prosecuting money laundering, economic crime and terrorism financing, to design and deliver a Train-the-Trainers (ToT) course on “Fighting Money Laundering and Countering Terrorism Financing”, to be delivered in Belgrade to 15 police investigators in line with the requirements outlined below.

In April 2016, the MONEYVAL Committee assessed that the Serbian system was inefficient in suppressing money laundering and terrorism financing and insufficiently harmonised with international standards. MONEYVAL placed Serbia under increased monitoring and set a deadline of September 2017 for Serbia to demonstrate improvement. Since Serbia showed no improvement by the deadline, MONEYVAL issued a new deadline of September 2018 for Serbia to fulfil all recommendations for technical compliance and to show significant progress in the effectiveness of the system.

The Government of the Republic of Serbia has adopted an Action Plan to implement MONEYVAL's recommendations. Responsible authorities under this Action Plan are the Ministry of Finance (through the Administration for the Prevention of Money Laundering, the Tax Administration and the Customs Administration); the Ministry of Justice; the Ministry of Interior; the Ministry of Defence; the Ministry of Foreign affairs; the Ministry of Trade, Tourism and Telecommunications; the Ministry of Economy; the Ministry of Public Administration and Local Self-Government; the Republic Public Prosecutors Office; the Security Information Agency; the Anti-Corruption Agency; the Business Registry Agency; the National Bank; the Serbian Central Securities Depository and Clearing house; and the Supreme Court of Cassation.

In addition to the OSCE Mission to Serbia’s wider effort to assist the Serbian Ministry of Interior (MoI) in fighting money laundering and enhancing capacity to implement the Financial Action Task Force’s (FATF) recommendations regarding anti-money laundering (AML) and counter-terrorism financing (CFT), the Mission plans to assist the MoI in implementing activities from the Action Plan in order to fulfil all MONEYVAL recommendations and to prepare the MoI for applying the provisions of the 4th Anti-Money Laundering Directive. This Directive came into effect in June 2015, thereby creating an obligation to become compliant by 26 June 2017.

The Mission will support the development and delivery of curricula for a Train-the-Trainers (ToT) course on “Fighting Money Laundering and Countering Terrorism Financing” for 15 police investigators who will then transfer their knowledge to their colleagues. The MoI will adopt the curricula as their official specialized training course on “Fighting Money Laundering and Countering Terrorism Financing” for future training.

     
Tasks and Responsibilities    
     
   

Under the supervision of the OSCE Mission to Serbia’s Senior Organized Crime Adviser, the expert will design curricula and deliver an advanced specialized training course on “Fighting Money Laundering and Countering Terrorism Financing” in Belgrade for 15 police investigators on the topic “New Typologies of Money Laundering and Terrorist Financing – Cryptocurrencies”, in particular:

  • Business profile and global ecosystem of cryptocurrencies (Bitcoin and others);
  • Analysis of cryptocurrency transactions, chokepoints investigation, Bitcoin AML framework;
  • Financial investigations in the investigation and prosecution of corruption and money laundering offences;
  • How to conduct cryptocurrency tracing as a part of a wider financial investigation, how to plan cryptocurrency investigations, where to obtain information, and how to collaborate internationally on casework.

The expert will be required to:

  • Design curricula for the advanced specialized course on “Fighting Money Laundering and Countering Terrorism Financing” on the topics set out above;
  • Develop training materials, including tailor-made case studies;
  • Deliver a ToT course on the topics set out above for 15 police investigators according to the designed curricula.

The training should not exceed two days.

In order to avoid duplication, the selected expert will be required to co-operate with other experts already engaged in delivering different topics within the same training programme.

     
Necessary Qualifications    
     
   
  • Citizenship of an OSCE participating State, excluding the citizenship of the Republic of Serbia;
  • Minimum 10 years of relevant professional experience in investigating and/or prosecuting financial crime and money laundering;
  • Relevant experience and a proven record in delivery of training on financial investigation, preferably for law enforcement officials and prosecutors;
  • Excellent facilitation skills, experience in delivering seminars/courses, especially on fighting money laundering and countering terrorism financing;
  • Knowledge of employing an interactive approach to training in accordance with adult learning principles;
  • Experience of working with police services in the Western Balkans would be considered an asset;
  • Professional fluency in the English language;
  • Computer literacy with practical experience in Microsoft package, including the ability to independently finalize a document for external use;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate gender perspective into tasks and activities;
  • Ability to work with people of different nationalities, religions or cultural backgrounds and diverse views while maintaining impartiality and objectivity.

Remuneration Package    
     
   

The training should be delivered in the first week of October 2018. The exact dates of the training courses will be agreed at a later stage. Upon completion of the envisaged tasks, the trainer will be remunerated a total amount not exceeding 2,250 EUR, commensurate to his/her qualifications and experience and to the proposed training programme.

The OSCE will also bear all travel and accommodation costs associated with the consultancy.
