Background
The OSCE Programme Office in Astana is looking for a professional, proactive and motivated Senior Programme Assistant within its Human Dimension Programme.
The Programme implements a wide range of human rights activities in close co-operation with the authorities and civil society of Kazakhstan. The Programme also co-operates with the OSCE Institutions and executive structures (particularly the Secretariat, the Office for Democratic Institutions and Human Rights/ODIHR, and the Office of the High Commissioner on National Minorities), the OSCE field operations in Central Asia, and interacts with diplomatic missions, and other international organizations.
Projects focus on promoting the implementation of OSCE principles and commitments through capacity-building and other measures like training seminars, roundtables, conferences, and legal reviews, in particular in the sphere of gender equality, violence against women and anti-trafficking.
The incumbent will be based in Astana and, when necessary, travel and maintain working relations with partners in Almaty and the regions.
Tasks and Responsibilities
Under the supervision of the Human Dimension Officer, the incumbent performs the following functions:
Contributes to the development, co-ordination and implementation of projects within the Human Dimension, with special focus on:
- Promoting gender equality and women’s rights; preventing and combating violence against women, trafficking in human beings; strengthening the capacity of national human rights institutions, human rights education.
- Establishes and maintains contacts with local and national authorities, NGOs, universities and research institutions as well as with international organizations and foreign missions.
- Assists in arranging OSCE regional events, inter alia conferences and visits to the area by OSCE delegations, as well as other events with OSCE participation.
- Ensures co-ordination of activities with OSCE institutions and external partners.
- Drafts talking points, speeches, press releases related to the specific tasks and responsibilities.
- Prepares summary reports on relevant meetings and events.
- Supports the programming, budgeting and reporting obligations of the dimension.
- Performs other related duties as required.
Necessary Qualifications
- University degree in social sciences or law, international law, preferably with a specialization or vocational training in human rights and the rule of law.
- Higher education abroad in the above-mentioned fields, preferably in an English-speaking country, an asset.
- Very good knowledge of the country’s state institutions and the legal system including current trends, particularly in relation to human rights, as well as of the international human rights system (UN and OSCE in particular.)
- At least three years of work experience with the implementation of projects in the field of gender policy, violence against women and trafficking in human beings, and/or human rights and the rule of law.
- At least three years of work experience in the field of human rights and fundamental freedoms (i.e. rule of law, gender policy, violence against women, trafficking in human beings, etc).
- Project management experience is an asset; experience in the NGO sector is an advantage.
- Excellent knowledge of Russian, Kazakh, and English.
- Excellent organization and oral and written communication skills.
- Experience and ability to work under pressure within limited timeframes while meeting deadlines.
- Ability to work harmoniously with people with different cultural and national backgrounds while maintaining objectivity and impartiality.
- Ability to operate MS Windows applications, E-mail and the Internet.
Remuneration Package
Monthly remuneration, subject to social security deductions is 1.477 Euro/month.
