Background | ||
Governments worldwide have been outsourcing non-core government functions to the non-government sector as means of increasing the efficiency of the public sector. OSCE Programme Office in Bishkek (POiB) will assist the Prime Minister’s Office of the Kyrgyz Republic by recruiting an international consultant to conduct analysis of international best practice in outsourcing government functions to the non- government sector. The analytical note prepared by international consultant will show trends on how other countries worldwide are outsourcing some government functions to the non-government sector. The international consultant will look into practice and legal framework related to outsourcing of government functions based on analysis of experience in several countries selected for this consultancy assignment and will come up with an analytical note that will cover the questions stated further. The international consultant will work from home or distantly. |
