Background    
     
   

The OSCE Mission in Kosovo regularly produces Thematic Reports and thus, is heavily engaged in data collection and interpreting of data collected.  Based on the results of specific training needs assessment conducted by Training Section, there is a need for a specific training on Writing Thematic Reports, with special emphasis on research methodologies.

For this purpose, the Mission is looking to hire a local consultant, who could train OMiK staff on research methodologies including both, qualitative and quantitative methods. The training should include topics such as: identification of research problem; specifying the purpose of research; determining specific research questions; specification of a conceptual framework, i.e research hypotheses; choice of a methodology for data collection, i.e. Qualitative and Quantitative; data collection and verifying data. The training should be of an interactive nature including discussion and written exercises with feedback.

     
Tasks and Responsibilities    
     
   

Under the general supervision of the Training Co-ordinator and in close consultation with the Office of Central Co-ordination (OCC) of the OSCE Mission in Kosovo, the Consultant will be responsible to:

  • Develop appropriate adult training methodology and materials in consultation with Training Section/OCC and deliver the training schedule and any presentations, exercises or case studies to the Training Section two weeks prior to the training.
  • Prepare the course content and course materials
  • Conduct the training and assist participants with their learning process.
  • Develop a short appropriate assessment exercise or test to assess the skills that have been developed by course participation during the course of the training.
  • Produce the final consultancy report and recommendation for further action which have been identified during the course of the training

Deliverables

  • By 12 March 2018 submit the final training plan (course structure, agenda and expected results)
  • By mid-March submit the final training materials and assessment tools
  • The week of 26 March 2018 deliver one 3-day training on Research Methodologies
  • By the end of March 2018 submit the final consultancy report including assessment of participants, the effectiveness of the training materials/methodology, and recommendations for further action

Performance Indicators

  • Course delivered as scheduled/planned in a requested format
  • Positive feedback from the course participants (evaluation questionnaire)
  • The final consultancy reportis submitted to the Training Coordinator on time
     
Necessary Qualifications    
     
   
  • University Degree in Social Sciences, International Relations or equivalent
  • Substantial knowledge of issues pertaining to research methodologies, both qualitative and quantitative methods including research problem, research questions, data collection tools, data validation and analysis
  • Minimum of 10 years of experience in training on social science research
  • Minimum of five years of proven experience in adult learning practices
  • Excellent written and spoken communication skills in English;
  • Good interpersonal skills: ability to interact and maintain a comfortable and relaxing atmosphere
     
Remuneration Package    
     
    Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
