Tasks and Responsibilities    
     
   

Under the direct supervision of the Chief of the Police Development and Monitoring Section (PDMS), the incumbent will work at designated location within Kosovo. Through regular meeting with counterparts in the Kosovo Police (KP) and as appropriate other stakeholders she/he will monitor human rights compliance by the Kosovo Police (KP), gather relevant data to provide feedback on the various stages of implementation of project activities. He/she will draft project documents, compile thematic reports, summarizes evaluation results and submits suggestions for follow-up actions which will improve the delivery of activities. She/he will identify future activities which will contribute to the overall goals of the section and will as appropriate provide detailed suggestions concerning improvements in design, scope and implementation or activities;

  • On the basis of strategic priorities established by the DSPS identifies cases or situations where potential human rights abuses arise and carries out planned monitoring activities as developed by the PDMS; gathers, clarifies, analyzes and forwards data to the National Police Monitoring Coordinator KP concerning compliance by the Kosovo Police with recognized human rights standards. Actively contribute the delivery of activities which will assist in improvements in human rights compliance by the KP; Monitors public gatherings with possible sensitive implications
  • Arranges regular meetings with the representatives of the KP to follow up on human rights compliance including with other Public Safety Agencies (PSAs) as appropriate to fulfil her/his monitoring/advisory role. In addition, establishes practical working relationships with beneficiaries in order to ensure effective and efficient delivery of activities and gather data for reports on specific human rights cases, trends and issues
  • Collates information and analyses data gathered through monitoring activities and drafts monthly reports which concisely reflect the content of that information and submits reports to the Chief of Section and the Section’s focal point for review; Writes reports which accurately reflecting the status of monitored cases and ongoing activities
  • Monitors KP and other PSAs human rights policies and practices to identify further training and capacity building needs. Drafts proposals regarding such needs and supports her/his supervisor by advising on future programs including the generation of exit strategies
  • Performs other related duties as required
     
Necessary Qualifications    
     
   
  • First-level university degree in human rights, international relations or law
  • Holding a valid driving license
  • Minimum of two (2) years’ experience in an international or a mission environment in security and public safety development and in drafting professional reports
  • Established experience of using the full range of techniques required to provide assistance to the development of security professionals and civil servants
  • Specialised knowledge and understanding of international human rights standards as they apply to operational policing issues
  • Ability to develop and design a activities for capacity building in matters of civilian oversight for the KP and proven experience in information management processes
  • Computer literate with practical experience in Microsoft packages, and project cycle management
  • Excellent oral and written communication skills in English and in local languages, primarily Serbian
  • Working knowledge of any of the OSCE languages is desirable

Remuneration Package    
     
    Monthly remuneration, subject to social security deductions is 1524.17 Euro.Social benefits will include participation in the OSCE Group Insurance Plan (Health, Life, Accidental Disability and Temporary Incapacity Insurance) and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
