Background
     
   

The incumbent is assigned to the Programme Office in Bishkek / Human Dimension to provide administrative, secretarial and clerical assistance to the Senior Human Dimension Officer and the Human Dimension.

     
Tasks and Responsibilities
     
   
  • Performing secretarial tasks for the Senior Human Dimension Officer and Human Dimension staff;
  • Making logistical and administrative arrangements for daily activities of the Department such as travel, accommodation and visa arrangements for HD staff and experts;
  • Making logistical and administrative arrangements for seminars, round tables and conferences related to HD’s activities, including booking of conference facilities and accommodation, arranging travel/local transportation, preparing materials for the participants and insuring smooth implementation of meetings;
  • Performing a variety of clerical and secretarial tasks such as maintenance of the filing system, distributing Human Rights Department documents and publications, organizing meetings and updating schedules of Human Rights Department staff, receiving visitors;
  • Preparing unofficial translation of documents and typing correspondence;
  • Maintain institutional memories and documentation systems; to be responsible for archiving and filing;
  • Performs other related duties on cross-dimensional issues;
  • Performing any other administrative duties as requested by programmatic staff.
     
Necessary Qualifications
     
   
  • Completed secondary education complemented by training in office organization, secretarial and clerical skills;
  • Minimum four years of work experience in secretarial/clerical duties preferably in an international environment; 
  • Excellent written and oral communication skills in English, Russian and local language;
  • Computer literate with practical experience in Microsoft applications;
  • Established interpretation and translation skills;
  • Knowledge of project planning, implementation, monitoring and evaluation procedures.

Remuneration Package
     
   

Monthly remuneration, subject to social security deductions is 780.58 Euro/month. Social benefits will include OSCE participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
