The general minimum requirements for working in this field of expertise are:
- Second-level university degree in political sciences, social sciences, international relations, public policy, law or equivalent professional experience;
- Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development;
- Demonstrable organizational, communication, analytical and interpersonal skills;

Level of Professional Competence Requirements |
Furthermore, this level of responsibility requires the following:
Education:
Second-level university degree in a relevant field. Advanced degree in a management discipline is an asset.
Experience:
Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at a management level relevant to the actual position.

Mission Specific Requirements |
Additionally, this particular post has specific requirements:
Mandatory:
- Substantial management and supervisory experience;
- Detailed knowledge and insight in a democratization programme and quality control of the programme;
- Substantial project management experience;
- Experience in preparing analytical reports;
- Experience in administrative management and systems;
- Professional fluency in English;
- Demonstrated cultural sensitivity and judgment to local conditions and communities;
- Understanding of Balkan and South East European politics and history;
- Demonstrated ability and willingness to work as a member of a team with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Flexibility and ability to work under pressure and with limited time frames;
- Ability to operate windows applications, including word processing and e-mail.
Desirable:
- Knowledge of a local language or most common lingua franca spoken in the mission area;
- Knowledge of OSCE principles and commitments;
- Previous experience in field missions, preferably in South-Eastern Europe.

Tasks and Responsibilities |
The Democratization Department programme constitutes a key component of the Mission's mandate through assisting in the further enhancement of an accountable and inclusive democracy in Kosovo through targeted technical assistance to central and local institutions, promotion of citizen participation and strengthening a free and professional media. The Department of Democratization consists of the Office of the Director, the Analysis and Reporting Cell, the Governance Section, the Public Participation Section and the Media Section.
Under the direct supervision of the Director of the Democratization Department and the overall supervision of the Deputy Head of Mission, should you be the selected candidate, you will be responsible for:
- Assisting and advising the Director on departmental policy and planning as well as implementation and quality assessments of the Democratization Department's Programme;
- Acting as immediate Supervisor to the Analysis and Reporting Cell (ARC), Governance Section (GS), Public Participation Section (PPS), Media Section (MS) and staff in the Office of Director;
- Supervising Departmental project development, project implementation, monitoring and self-evaluation;
- Carrying responsibility for the Department's staffing requirements and personnel issues, including all phases of recruitment;
- Assisting and advising the Director in dealing with departmental administrative issues, including budget forecast and analysis;
- Maintaining close contact with other Departments/Offices in the Mission;
- Serving as Acting Director of the Democratization Department during the Director's absence;
- Performing other duties as assigned.
