Background

This position is open for secondment only and participating States are kindly reminded that all costs in relation to assignment at the Secretariat must be borne by their authorities.

Candidates should, prior to applying, verify with their respective nominating authority to which extent financial remuneration and/or benefit packages will be offered. Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.

The principle objective of the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) is to strengthen security and stability in the OSCE region by promoting international co-operation on economic and environmental issues. The mandate of the OCEEA is guided particularly by the OSCE Strategy Document for the Economic and Environmental Dimension, approved by the OSCE Ministerial Council in Maastricht in December 2003.

 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Deputy Co-ordinator/Head of Environmental Activities, the incumbent:

  1. Assists in the OSCE activities related to dialogue and co-operation on energy security by providing analysis, briefings, reports and speeches on energy security matters as well as on relevant aspects of economic and environmental issues;
  2. Establishes and maintains contacts with officials of international organizations, sub-regional initiatives and NGOs to help in development of approaches and programmes that promote energy security dialogue and co-operation;
  3. Formulates project proposals on energy security, and co-ordinates and manages them;
  4. Assists, as relevant, in the organization of preparatory conferences and follow-up events to the Economic and Environmental Forum-by contributions to the draft agendas, identifying potential speakers and discussing with them the content of their contributions and represents the OSCE at relevant conferences and events as requested;
  5. Organizes workshops and trainings, monitor developments on energy of relevance to the mandate of the OCEEA, compile, analyze and report on energy related information as well as monitors, analyzes and reports on energy developments, policy considerations and strategies regarding energy security in the OSCE area;
  6. Provides support in the form of analysis, advice, briefing, reports and speeches on energy security matters as well on aspects of economic and environmental policies of special relevance in the energy security area;
  7. Support the OSCE field presences and maintains contacts with the Economic and Environmental Officers in the OSCE field operations and supports their efforts to develop approaches and programmes on energy security issues;
  8. Performs other related duties as required.
 
 
 
 
Necessary Qualifications
  • Advanced university degree in economics, international relations or political science, with a focus on energy development;
  • A minimum of eight years of professional experience related to energy issues including on energy security, energy efficiency, and renewable sources of energy;
  • Experience in project management in an international context;
  • Ability to operate windows applications including word processing and e-mail;
  • Previous work experience in diplomatic services or international organizations would be an asset;
  • Professional fluency in the English language, both oral and written; Knowledge of another OSCE language, especially Russian, would be an asset;
  • Demonstrated gender awareness and sensitivity, and the ability to integrate a gender perspective into tasks and activities;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity.
