General Minimum Requirements
The general minimum requirements for working with the OSCE are: Excellent physical condition Possession of a valid automobile driving license and ability to drive using manual transmission Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure




Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are: Demonstrable organizational skills Proven ability to communicate effectively, both orally and in writing Demonstrable interpersonal skills and documented experience in negotiations Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required Negotiating experience, preferably in the area of monitoring operations and/or related activities




Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following: Education: Advanced education/certified training course in a relevant field desirable Experience: Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position




Mission Specific Requirements
Additionally, this particular post has specific requirements: Mandatory: Advanced University Degree in Law, Political Science, International Relations, Public Policy, or equivalent Minimum six years (including at least three years at the management level relevant to the actual post) of experience in project management in an international setting Understanding of the local issues related to human rights, education and good governance Thorough knowledge of political structures and current political situation in Bosnia and Herzegovina Excellent communication and analytical skills with proven capacity to formulate complex issues in simple terms Professional fluency in written and spoken English Ability and willingness to work as a member of a team and with people of different cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity with tact and diplomacy in dealing with both external persons and multinational staff Excellent organizational skills, with ability to work under pressure, manage multiple tasks and process large amount of information Ability to operate windows applications, including word processing and email Desirable: Knowledge of the local language or most common lingua franca spoken in the mission area Previous experience of working with an international organization




Tasks and Responsibilities
Under the supervision of the Deputy Director (Programmes Unit) of the Human Dimension Department, the Senior Human Dimension Officer/Head of Field Office will be responsible for overseeing the day to day implementation of the Human Dimension programme activities in his/her area of responsibility (AoR). The incumbent is responsible for providing timely and accurate advice to the Head Office and the field on all aspects relating to the implementation of the Human Dimension programme. S/he also provides first line support and supervision to the Heads of Field Office, ensuring that programme implementation is consistent with the Department's strategy. The Senior Human Dimension Officer/Head of Field Office is also the principal adviser on programmatic issues of the Senior Representative of the Head of Mission (SRHoM). Specific duties include: Supervises two Heads of Field Offices within his/her AoR and around 28 staff in the Field Office to ensure that activities implemented are consistent with the Human Dimension programme and priorities; Ensures that the Department's resources are used effectively and efficiently to achieve the Human Dimension programme objectives; acts as the first line approval for budget requests; Liaises with governmental, non-governmental and international organizations to ensure appropriate field level co-ordination; Ensures effective communication and reporting between Field Offices and Head Office and that instructions and requests from Head Office to the field are understood and actioned; Ensures that all Office staff work in compliance with the OSCE regulatory framework Attends security briefings on behalf of the Office organized by EUFOR LOTs (Liaison Observation Teams), local police and other relevant organizations; Performs other duties as assigned.
