General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, international relations, public policy, law, international human rights law or other human rights related fields
  • Experience working with human rights, minority or gender issues
  • Demonstrable organizational, analytical, communication and interpersonal skills
  • Experience in drafting reports
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Advanced university degree in law, political science, international relations or equivalent professional experience
  • Knowledge of international and European human rights standards, in particular in relation to communities rights and property issues
  • Management experience and team-building ability
  • International field work experience in monitoring, reporting and policy-making
  • Strong analytical and problem solving skills
  • Professional fluency in the English language and the capability of drafting decisions under pressure and within short deadlines
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Cultural sensitivity and judgment
  • Flexibility and ability to work under pressure and within limited times frames
  • Ability to operate windows applications, including word processing and e-mail

Desirable:

  • Knowledge of one or more local languages
  • Knowledge of the regional political situation and legal system of the mission area
  • Demonstrated negotiation and/or conflict resolution skills
  • Experience in project management
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Director of the Regional Centre (RC) and the Deputy Director of the Human Rights and Communities Department, the incumbent works within the Regional Centre Gjilan/Gnjilane of the OSCE Mission in Kosovo. The Senior Human Rights Officer:

  1. Together with the Director and the Senior Democratization Officer forms the management of the Regional Centre;
  2. Liaises with the management of the RC on all monitoring activities in the area of responsibility. Performs specific monitoring tasks in relation to community rights, property rights, non-discrimination issues and other human rights concerns as assigned;
  3. In close co-operation with the Senior Democratization Officer, supervises programmatic staff in the Regional Centre as assigned; 
  4. Executes and supervises the implementation of monitoring instructions received from the Headquarters through the Director of the RC in close co-operation with the Senior Democratization Officer;
  5. Compiles regular reports on activities of all staff of the Department located in the RC, and submits those reports to the Director of the RC and to relevant staff of the Department in the Headquarters; drafts spot reports on request of the Director of the Department;
  6. Ensures close co-ordination and co-operation between the field and the Headquarters, including utilization of field capacities and realization of departmental taskings requested to the field by Programme Sections;
  7. Facilitates the work of other professional and support staff of the Department in the RC;
  8. Assists and co-ordinates the implementation of projects in the field;
  9. Supervises around 34 staff;
  10. Performs other duties as assigned;
