General Minimum Requirements
The general minimum requirements for working with the OSCE are: Excellent physical condition Possession of a valid automobile driving license and ability to drive using manual transmission Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure




Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are: Officer / Warrant Officer training and/or university degree in a relevant technical field Significant experience in arms control, peace-keeping operations and/or other relevant areas of military-related affairs Experience in negotiations and liaison with governmental and military authorities Ability to compile and analyse information of a political-military nature




Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following: Education: Advanced education/certified training course in a relevant field desirable Experience: Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position




Mission Specific Requirements
Additionally, this particular post has specific requirements: Mandatory: Senior serving or retired military officer with higher military background or equivalently qualified civilian with advanced university education in a relevant field Knowledge of the General Framework Agreement for Peace in Bosnia and Herzegovina and key OSCE politico-military documents Previous experience in programme and budget planning and management Excellent interpersonal and communication skills Ability to compile and analyzes reports Professional fluency in English, both oral and written, with experience in memorandum / report-writing Ability to operate Windows applications, including word processing and e-mail Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity Desirable: Previous experience with an international organization




Tasks and Responsibilities
Under the supervision of the Director of the Department of Security Co-operation (DSC), the Head of the Director's Office co-ordinates all activities of the Department and acts as the main point of contact. The Head of Director's Office / Policy and Planning Officer assists the Director in long-term planning, in developing concepts and programmes and in budget and personnel matters and is responsible for the management of the Director's Office. Specific duties include: Assists the Director and the DSC in developing Policy; Acts as the main point of contact for the DSC; Co-ordinates all programmatic / policy matters within the Department; Develops and assists in executing departmental plans, programmes and projects; Regularly maintains and updates planning-and-control tools such as Project Implementation Plans, Department Programme Implementation Plans and reviews, etc.; As Alternate Programme Manager, exercises programmatic approval authority to engage budgeted resources for the implementation of the DSC Programme; Formulates finance assistance requests and periodically reviews departmental/section budget expenditure; Provides departmental input for departmental budget and personnel planning; Acts as Departmental Gender Focal Point; Drafts reports, analysis and briefs for the Director of DSC; Directs and supervises the work of the Director's Office; Attends meetings with international co-operation organizations as required; Develops co-operation with the Office of the High Representative (OHR)/ European Union Special Representative(EUSR), NATO HQ Sarajevo, EUFOR HQ and other international organizations and counterparts in the Mission area; Supervises 5 international and 13 local mission members; Performs other tasks as required.
