General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in relevant field. Advanced degree in a management discipline an asset

Experience:

Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:


 
Mandatory:

  • Strong management skills, particularly in personnel, logistics, administrative and financial matters
  • Experience in dealing with press and media
  • Professional fluency of English and working knowledge of Armenian and/or Russian, both oral and written, and the ability to communicate clearly and concisely
  • Flexibility and ability to work under pressure and within limited timeframes as well as the ability to solve problems effectively and efficiently
  • Ability to operate windows applications, including word processing and email
  • Good inter-personal skills with the ability to work objectivly and impartialy in a complex political and cultural environment


Desirable:

  • Previous international work experience and/or experience in field missions
  • Experience in results-based programme development and management would be an asset.
 
 
 
 
Tasks and Responsibilities

Under the supervision of the Head of Office (HoO), the Deputy Head of Office:

  1. Assists the HoO in strategic direction and management of the Office programme activities in accordance with the Office mandate;
  2. Advises the HoO on daily administrative, management, policy, and programmatic matters;
  3. In co-ordination with the Chief of Fund Administration, oversees the preparation of annual planning and budgeting documents such as Programme Outline and Unified Budget submission and oversees the management of human resources issues;
  4. Co-ordinates the preparation of various Office reports; provides inputs into documents; edits and consolidates reports for submission;
  5. Assists in the co-ordination of the Mission activities with the Government, international organizations, OSCE Institutions and the civil society;
  6. Monitors programme implementation utilizing relevant programme management tools (activity planning, projects, budget issues);
  7. Acts as Programme Manager of one of the thematic programmes;
  8. Replaces the HoO in his/her absence.
