General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in law or significant work experience in criminal justice and/or law enforcement (the latter required for police corrections officer training)
  • Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.
  • Knowledge of courtroom proceedings and criminal law and procedure
  • Knowledge of international legal procedure standards and instruments
  • Demonstrable organizational, analytical, communication and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Minimum of six years of progressively responsible professional experience in the field of legal analysis or relevant experience with political parties, legislatures or think-tanks, of which two years should be in international environment
  • Demonstrated understanding of the political situation in Bosnia and Herzegovina (BaH), international agencies in BaH; and their activities and mandates
  • Ability to anticipate and resolve conflicts by pursuing mutually agreeable solutions
  • Strong interpersonal skills and ability to establish and maintain effective working relations with client groups
  • Demonstrated strong analytical and reporting skills
  • Excellent organizational skills, with ability to work under pressure, manage multiple tasks and process large amount of information
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, gender and divers political views, while maintaining impartiality and objectivity
  • Professional fluency in the English language, both oral and written
  • Good interpersonal skills and ability to establish and maintain effective working relationships with colleagues, counterparts and external partners and other stakeholders to achieve organizational goals
  • Ability to operate windows applications, including word processing and email

Desirable:

  • Knowledge of the local language or most common lingua franca spoken in the Mission area
 
 
 
 
Tasks and Responsibilities

Under the guidance and supervision of the Director of Policy and Planning (D/PPU), the incumbent provides analysis of legal issues and political developments within Bosnia and Herzegovina (BaH) and the impact these developments have on the work of the Mission. Additionally, the incumbent should be versed in law, with focus on the constitutional law, so as to provide legal opinions and analysis for the benefit of the Mission's policies. He/she contributes to the development and implementation of Mission policies and strategies, with special attention to ensuring consistency and coherence between the Mission's programmatic political and public diplomacy goals.

Specific task include:

  1. Provides strategic analysis of political issues, particularly in relation to developments in constitutional law and the justice sector reform, ensuring that trends and developments relevant to the Mission's work are brought to the attention of the Mission's Senior Staff members, through the Director of Policy and Planning;
  2. Provides legal opinions and interpretations of the BaH and applicable international law, in matters within the purview of the Mission's mandate;
  3. Conducts research on selected topics of the Mission interest, drafting background and working papers, and policy briefings;
  4. Provides policy guidance and advice, where necessary, on the co-ordination of the Mission's parliamentary monitoring and support work, with specific emphasis in the area of legal reform;
  5. Co-ordinates closely with the programme departments of the Mission regarding political developments, in an effort to ensure that programmatic activities, particularly with regard to justice sector reform, take account of political aspects and realities;
  6. In co-ordination and co-operation with the Director of Policy and Planning, maintains regular contacts with domestic and international interlocutors, to ensure that the overall political environment is conducive to the achievement of the Mission's objectives. Initiates and sustains links with partner organizations to foster collaboration. This particularly relates to the Mission's support to the Central Election Commission of BaH;
  7. Performs other tasks as required.
