According to the Law on Gender Equality in Montenegro, local governments are obliged to evaluate the impact of their decisions and activities on the position of women and men in all phases of planning, decision-making and implementation, in order to achieve gender equality. To this end, most municipalities, with the support of the Department for Gender Equality of the Ministry of Justice, Human and Minority Rights of Montenegro (MJHMR), have been developing their own local action plans for gender equality.
This consultancy will support the Municipality of Tuzi, which is the most recently established municipality within Montenegro, to develop its Local Action Plan for Achieving Gender Equality (LAPAGE), as a way to strategically assist the local community aligning with the gender equality national and international standards with a local tailored approach. This is in line with the previous support the OSCE Mission to Montenegro provided to municipalities of Montenegro, as well as with the ongoing efforts of the MJHMR to finalize a comprehensive national strategic document for achieving gender equality.
The Democratization Programme therefore invites applications from highly qualified, energetic and experienced local professionals for the temporary consultancy post of Local Consultant on Local Action Plan on Gender Equality, who will cooperate with the Working Group (WG) for creation of the LAPAGE document, consisting of 15 members from local government, NGOs and media. The objective of this consultancy is to assist Municipality of Tuzi develop its first LAPAGE in a methodologically coherent way that will result in a sound strategic document based on identified needs, supported by analytical work (SWOT/stakeholder/problem tree analysis), where vision, priority measures, goals and SMART indicators are defined with participatory approach. The LAPAGE creation will include the working group inputs and inputs from the consultative process.

Under the supervision of Democratization Programme Manager of the OSCE Mission to Montenegro, the consultant will be required to perform the following tasks:
- Prepare methodological approach following the recommendations set by the Methodology of policy planning, development and monitoring of the implementation of strategic documents adopted by the Government of Montenegro. The methodological approach should be submitted within the Inception report of minimum 5 pages, prepared in both English and local language, by July 5 2021, working from home (2 working days in total);
- Prepare the materials for the Working Group meeting - WG 1 on Baseline Creation. The materials, including PowerPoint presentations, hand-outs, relevant exercises, for approximately 15 participants, of minimum 5 pages/slides, in local language, should be submitted by July 7 2021, working from home (1 working day in total);
- Facilitate the interactive WG 1 meeting on Baseline Creation, in Tuzi, for approximately 15 participants, in local language, by July 9 2021 (1 working day in total);
- Prepare the materials for the WG 2 meeting on Vision Formulation. The materials, including PowerPoint presentations, hand-outs, relevant exercises, for approximately 15 participants, of minimum 5 pages/slides, in local language, should be submitted by 12 July 2021, working from home (1 working day in total);
- Facilitate the interactive WG 2 meeting on Vision Formulation, in Tuzi, for , approximately 15 participants, in local language, by 15 July 2021 (1 working day in total);
- Prepare the materials for the WG 3 meeting on Context Analysis (SWOT/ stakeholder/problem tree analysis). The materials, including PowerPoint presentations, hand-outs, relevant exercises, for approximately 15 participants, of minimum 5 pages/slides, in local language, should be submitted by 19 July 2021, working from home (1 working day in total);
- Facilitate the interactive WG 3 meeting on Context Analysis in Tuzi, for approximately 15 participants in local language, by 21 July 2021 (1 working day in total);
- Prepare the materials for the WG 4 on Defining Priority Measures, Goals and SMART indicators. The materials, including PowerPoint presentations, hand-outs, relevant exercises, for approximately 15 participants, of minimum 5 pages/slides, in local language, should be submitted by 23 July 2021, working from home (1 working day in total);
- Facilitate the interactive WG 4 meeting on Defining Priority Measures, Goals and SMART indicators, in Tuzi, for approximately 15 participants, in local language, by 26 July (1 working day in total);
- Compile and systematise all findings per each of the working groups and draft initial version of the document “LAPAGE Tuzi”. The draft document will be: a) aligned with other national strategic documents; b) and based on identified needs. The document will contain a clear baseline, vision, relevant analyses, priority measures, SMART goals and objectives as per the inputs of the working groups and the consultative process. The draft of minimum 35 pages should be submitted in local language, for review by the Democratization Programme, by 4 August, working from home (7 working days in total);
- The consultant will finalise the document “LAPAGE Tuzi” based on the feedback received, and submit the final version of minimum 40 pages, in local language, cleared and approved by the Democratisation Programme by 10 August 2021, working from home (3 working days in total).
Deliverables:
- Inception report of minimum 5 pages prepared and submitted in both English and local language, by July 5 2021;
- Materials for the Working Group meeting - WG 1 on Baseline Creation in line with the details set out within Task No 2, of minimum 5 pages/slides, in local language, submitted by July 7 2021;
- Interactive WG 1 meeting on Baseline Creation in Tuzi for the approximately 15 participants, in local language, facilitated by July 9 2021;
- Materials for the WG 2 meeting on Vision Formulation in line with the details set out within Task No 4, of minimum 5 pages/slides, in local language, submitted by 12 July 2021;
- Interactive WG 2 meeting on Vision Formulation in Tuzi for the approximately 15 participants, in local language, facilitated by 15 July 2021;
- Materials for the WG 3 meeting on Context Analysis (SWOT/ stakeholder/problem tree analysis in line with the details set out within Task No 6, of minimum 5 pages/slides, in local language, submitted by 19 July 2021;
- Interactive WG 3 meeting on Context Analysis, in Tuzi for the approximately 15 participants, in local language, facilitated by 21 July 2021;
- Materials for the WG 4 on Defining Priority Measures, Goals and SMART indicators submitted in line with the details set out within Task No 8, of minimum 5 pages/slides, in local language, by 23 July 2021;
- Interactive WG 4 meeting on Defining Priority Measures, Goals and SMART indicators in Tuzi for the approximately 15 participants, in local language, facilitated by 26 July 2021;
- Draft document “LAPAGE Tuzi” in local language, in line with the details set out within Task No 10, of minimum 35 pages, in local language, submitted by 4 August;
- Final document “LAPAGE Tuzi” in local language, in line with the details set out within Task No 11, of minimum 35 pages, in local language, submitted by 10 August 2021.
