Background | ||
In 2021, the POiB continues assisting the host State to implement the Open Government Partnership (OGP) National Action Plan (NAP) for 2018-2021 developed in 2018. To promote successful implementation of the NAP, the POiB supports the Government by enhancing the capacity of the OGP Secretariat to co-ordinate activities within the framework of the OGP, to monitor the implementation of the NAP, to conduct public awareness raising activities and to maintain dialogue between the civil society organizations and state bodies. In addition, within the project it is planned to support the state bodies that feel lack of technical capacity, experience and knowledge in the implementation of their complex or specific commitments. Upon the request of the OGP National Forum, the POiB will contract one consultant for the Prime Minister Office of the Kyrgyz Republic to develop a package of draft amendments to the legislation on access to information within the NAP commitment “Improving access to information of state and municipal authorities”. The Global Right to Information ranking data for Kyrgyz Republic indicates gaps in the legislation on access to information, where the Kyrgyz Republic positioned rank is 87 out of 150. The Legislations on Access to Information provides no comprehensive list of data subject to disclosure for public access thus allowing government agencies to manipulate the information disclosure issues. There are also no criteria for classifying information as confidential/ limited access and requirements to publish reasoned justification for limiting access to information. This significantly limits citizens’ ability to access information of the state bodies. Taking into account abovementioned it is necessary to change the legislation of access to information in line with the best international practices. | ||
