 “Assisting local communities in promoting media literacy and media standards” Project

Background information:

The PCU is working on implementation of several initiatives related to promotion of media literacy and developing critical thinking among all age groups in Ukraine. Those efforts consist of activities of various formats, including audience research, media literacy brand positioning, content development for online platform with relevant information on media literacy, conduction of media literacy trainings and workshops for local communities’ stakeholders, promotion of the online platform, raising awareness campaigns and other initiatives.

Such activities require a narrow area of expertise, combining knowledge of the Ukrainian media environment and international practices, understanding of legal and educational background in the field of media literacy, expertise in sociology and strategic communications, practical experience in journalism, as well as skills in developing and delivering training programmes.

The PCU is looking for local experts to do the audience research, develop media literacy brand positioning and communication strategy, develop a national media literacy policy document, create content for online platform targeting different age groups, develop awareness campaigns, and deliver training programmes.

Please note that this is a consultancy assignment of a temporary nature. The consultants will be required to work from home with the ability to travel if necessary.

Tasks:

The selected experts are expected to work in close co-operation with the project staff of the OSCE PCU. Tasks for every expert will be defined on an individual basis. The experts should be qualified to accomplish one or more from the below mentioned tasks:

• Analyze and identify best international and available national experience in promoting media literacy among different groups

• Develop content for online platform on media literacy

• (Co)develop a national media literacy policy

• Conduct need assessment and collect inputs from stakeholders

• Adapt and deliver training programme on media literacy in local communities

• Create a media literacy brand and design communication strategy to promote media literacy

• Create content for the awareness campaigns

• Develop guideline\recommendation\tool-kit on media literacy for universities 

• Facilitate networking between different stakeholders

• Explore ways to strengthen media literacy initiatives in Ukraine

• Integrate gender sensitive aspects in the platform materials:

- Ensure that all visual materials and texts are gender-sensitive;

- Ensure that all assignments equally represent views, interests, needs and circumstances of both men and women;

- Expose gender bias in media coverage and demonstrating ethical approaches; 

- Stress the need to provide sex-disaggregated data in all platform materials.

Necessary Qualifications:

• University degree, preferably in Journalism, Philosophy, Law or other Social Sciences;

• A minimum of 5 years of experience in the field of journalism;

• A minimum of 5 years of experience in the fields of media management, analytical researches or training elaboration;  

• Demonstrated understanding of international and national best practice in the media literacy and its current trends;

• Experience in development of media training programmes and/or written materials and/or raising-awareness campaigns; 

• Understanding of Ukrainian media sphere specifics;

• Creativity in the presentation of information through use of graphical, pictorial or other appropriate communication means will be an asset;

• Demonstrated ability and willingness to work as a team member, ability to establish and maintain effective working relationships with people of different national and cultural backgrounds;

• Professional fluency in Ukrainian, knowledge of English would be an advantage;

• Computer literacy (especially related to MS Office software).

Remuneration Package:

According to the PCU consultancy fees guidelines.
