The OSCE Office for Democratic Institutions and Human Rights (ODIHR) is seeking an experienced consultant to undertake the design and drafting of a training course on quality standards for hate crime victims specialist support services for the Enhancing Stakeholder Awareness and Resources on Hate Crime Victim Support (EStAR) Project.
ODIHR is the principal institution of the OSCE responsible for the human dimension of security. It is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and rule of law.
The Enhancing Stakeholder Awareness and Resources on Hate Crime Victim Support (EStAR) project is a two-year project, implemented between 1 January 2020 and 31 December 2021, and financed by the European Commission and the German Government. The project is implemented by the OSCE/ODIHR and VBRG - Association of Counseling Centers for Victims of Right-wing, Racist and Anti-Semitic Violence in Germany - across 41 OSCE participating States. The project aims to:
- Increase awareness of national stakeholders on hate crime victims' rights and needs, of OSCE/EU commitments, standards and good practices in hate crime victim support;
- Set up and collaborate with hate crime victim specialists from both government and civil society in the development of a broader range of tools and resources for national criminal justice system practitioners’, institutions, government and civil society victim support organizations;
- Facilitate effective protection and improve specialist support systems for hate crime victims in criminal proceedings through the promotion of government and civil society collaboration.
The project takes a victim-centered and gender-mainstreamed approach, and produces tools for improving protection and services for hate crimes victims and build capacity of service providers.

Tasks and Responsibilities |

|
The objective of this consultancy is to develop is a training course on quality standards for hate crime victims’ specialist support services. The training course will contribute to the capacity building of specialist support services and will assist them in meeting professional quality standards in their provision of services for hate crime victims. The training course will be produced under the framework of the EStAR project.
Scope of assignment and methodology
The OSCE participating States have committed to protect hate crime victims, whose experience of victimization is often particularly traumatic and can cause long-term harm to them and to communities. Due to the devastating effect of hate crime, the availability of specialist hate crime victim support services which are able to respond professionally, effectively and holistically to the individual needs of the victim and those of targeted communities, is essential. In addition, existing victim support providers must ensure that their counselling and support provision is specialized to the extent they can cater to the particular needs of hate crime victims to a model quality standard.
The training course will draw on the recommendations outlined in upcoming EStAR publications, Model Quality Standards for Hate Crime Victim Support and Model Guidance on Sensitive and Respectful Treatment of Hate Crime Victims in the Criminal Justice System. It will also build on information from the EStAR publication Understanding the Needs of Hate Crime Victims (2020) and from ODIHR’s and VBRG’s previous work, ODIHR’s Hate Crime Victims in the Criminal Justice System: A Practical Guide and VBRG’s Hate Crime Victim Support in Europe – A Practical Guide. These publications will form the backbone of the training content covering the main thematic areas relevant to an effective, victim-centered, victim-empowering hate crime victim support service provision. Additional research will be required as well as targeted consultations with experts of the EStAR Expert Network.
The training course is aimed at the following target groups:
- Civil society organizations catering to specific communities that want to expand their services to meet specific needs of hate crime victims;
- General victim support providers with the aspiration to also cater to hate crime victims;
- Emerging hate crime victim support providers who want to strengthen and expand their services;
- Experienced hate crime victim support providers who want to improve their organizational capacities and ensure they meet professional quality standards in their services.
The Training course is designed to:
- Enable service providers to define and implement quality standards in their delivery of services;
- Build the capacity of service providers to engage with and assist hate crime victims;
- Support service providers in developing strategies to steer continuous learning processes in their organisation and to address hate crime with a wide range of stakeholders in their local and national context as well as with the general public;
- Promote increased co-operation and effective communication among service providers, with professionals of different associated disciplines, affected communities, and the law enforcement and judicial authorities.
The Training course will be developed as a standalone course of a modular structure which can be delivered in whole, as comprehensive training, but also in part(s) by those interested in covering specific thematic areas. The methodology of the course will take a participatory, inclusive and interactive approach. The course will have a presence-based format; its course materials and methodology will be supplemented with methodological instructions on interactive online-based formats.
Deliverables & indicative work plan
Under the supervision of the ODIHR EStAR Project Officer, the Consultant should submit the following deliverables in accordance with the agreed timeline. ODIHR will review the quality of the deliverables submitted, and request any improvements necessary to reach the professional standards required.

Necessary Qualifications |
|
|
|
|
|
|
|
- Advanced University degree in a relevant subject area e.g. law, political science, social science, human rights or related fields,
- At least 6 years of experience in developing and delivering training course/modules/curriculum, training materials etc., preferably for service providers, NGOs or community-based organisations.
- Demonstrated knowledge and experience in hate crime victim support and/or experience working with hate crime victims.
- Demonstrated knowledge of international and European standards in relation to victims’ rights,
- Demonstrated knowledge and awareness of gender and diversity issues, and proven ability to integrate gender and diversity perspectives into projects and products,
- Excellent knowledge of English, including previous experience of drafting publications to a very high standard in English,
- Excellent usage of Microsoft applications, including the ability to independently finalize a document for external use.

Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
