Background    
     
   

The OSCE Mission to Skopje (the Mission) fully supports the host country in the implementation of the Ohrid Framework Agreement, by inter alia assisting the country in the creation of an effective regulatory and institutional framework in the field of equal treatment and tolerance, including gender equality.

As part of the project “Support North Macedonia in advancing Rule of Law and Human Rights", the Mission will assist the national institutions in implementation and creation of policies and related infrastructure in the area of anti-discrimination, gender equality and gender-based violence against women as in line with the OSCE commitments. This is directly linked with the drafting of the Gender Equality Law (GEL) and the relevant by-laws.

In 2021, jointly with the Ministry of Labour and Social Policy (MLSP), the Mission will continue to support the drafting of the new GEL and the relevant by-laws arising from it, especially the Rulebook on the affirmative measures, the Guidelines on the gender mainstreaming and others.

For this purpose, The Mission is looking to engage two (2) National Experts/Consultants.

     
Tasks and Responsibilities    
     
   
  1. Coordinate the Working Group for drafting the new Gender Equality Law initiated in 2020 and the relevant by-law arising from it by organizing at least 8 meetings of the group jointly with the MLSP;
  2. Develop the text for the new by-laws arising from the Gender Equality Law;
  3. Develop correspondence tables for harmonization with the EU legislation in the area of gender equality;
  4. Oversee the process of drafting of the new Gender Equality Law where comments received from the OSCE/ODIHR, Venice Commission, EU and UN OHCHR will be implemented;
  5. Draft supporting analyses or legal memos on different legal institute(s) that will be reflected in the new Gender Equality Law or the by-laws if requested by the MLSP; 
  6. Facilitate expert debates for discussing the text of the bylaws and the Gender Equality Law;
  7. Coordinate regularly with the OSCE Anti-discrimination Portfolio Manager and the MLSP.
     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of North Macedonia;
  • First-level university degree in law, social sciences or human rights or equivalent to experience in human rights;
  • At least six years of relevant work experience in gender equality, legal drafting and research;
  • Proven knowledge in the field of gender equality;
  • Proven knowledge of EU gender equality law and gender machineries on local and central level;
  • Excellent nomo-technical legal skills;
  • Excellent written and oral communication skills, advanced legal drafting skill and great organization skills;
  • Previous experience in drafting legal text and analysis;
  • Fluency in Macedonian and English language, spoken and written;
  • Computer literacy;
  • Ability to work with minimum supervision.

Remuneration Package    
     
   

For the services provided, the honoraria will be in the total amount of EUR 2,500.00 per expert. Payment will be made in one instalment upon successful completion of all tasks and responsibilities.

The foreseen period of engagement is from May to September 2021.
