Background
The aim of the project is to support the Office of Language Commissioner, Kosovo Academy for Public Safety (KAPS) and Kosovo Police (KP) to increase compliance with Law on Languages and improve communication between law enforcement agencies and communities, which will directly increase trust in the rule of law. Taking into account the current structure of the KAPS, Faculty of Public Safety (FPS), and KP as well as the existing basic vocational training and bachelor programs for law enforcement agencies, the Mission will support Office of Language Commissioner (OLC), KAPS and KP to develop a bilingual handbook and other language tools in order to address the existing challenges in bilingual training.
The Kosovo Police is one of the most complex institution with regards to the implementation of the Law on the Use of Languages. The number of employees who, due to the nature of their work, are in direct contact with the public, have knowledge of both official languages but is not at satisfactory level. Once the draft Law on Early Retirement for Kosovo Police Officers enters into force, the situation will become even more complex, as the older generations of police officers, most of whom have knowledge of both official languages will retire, thus decreasing the number of officers who can provide services to residents in their official languages.
By developing a Bilingual Handbook and other language tools and by handing over for use to the traffic police and new police cadets, the communication between police and communities will be strengthened and the traffic officials would be able to fines and other draft documents in both official languages during their contact with the public in accordance with the language rights moreover they will overcome language barriers and improve their efficiency and effectiveness in their everyday work..
To achieve that, the Mission will hire an international expert to draft the bilingual handbook for traffic police and new police cadets. Bilingual Handbook for traffic police will address the issues that traffic police officials encounter during their contact with the public (participants in traffic) and in drafting the documents that stem from these contacts (fines, records, penalties, notices, certificates, etc.). With insufficient capacities in using other official languages, the quality of the translated documents is also poor, and the documents are often handed to the residents in the language that they do not understand.
In this regard the international expert will be hired by the Mission to bring in best international practices in applying bilingualism in law enforcement sector and share expertise with the working group members composed by Missions project manager the Kosovo public safety institutions/agencies who will introduce their identified needs/challenges while working in the field. During the period of two weeks which includes preparation work and delivering workshop the expert is also expected to assist the working group members in the finalization of the bilingual handbook.

Deliverables
By the end of April 2021 submits the first finalized draft proposal for Bilingual Handbook to the project manager, KP and LC in electronic form for further clearance by Missions responsible offices. Final consultancy report prepared and submitted not later than one week after finalizing the workshop.

Remuneration Package
Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates
