Background    
     
   

In 2021, as part of the OSCE Programme Office in Bishkek (POiB) project “Support in further upholding economic, social and cultural rights (ESCR)” the OSCE POiB intends to support the Council on PwD’s initiatives by providing it with expertise and joint efforts to create favourable conditions for PwD in a compliance of international commitments. Specifically, the expert support will be provided to outline the enforcement mechanisms, including sanctions or penalties in the national legislation (disability related). The expert will develop meeting’s agenda, proposals for creating an effective state policy in the field of supporting persons with disabilities, advice on rehabilitation measures for PwD and promote the implementation of legislation in this area, as well as to prepare analytical materials, reports and recommendations. Additionally, in order to support the initiatives of the Council, the POiB will assist in organizing a consultative meeting for Disabled People Organisations (DPOs) and the state institutions dealing with PwDs in Bishkek dedicated to the discussion of Council’s work, concerns over inclusive employment, gaps in the national legislation and other issues related to PwDs. The consultant will continue to support the Council on PwD with clearly defined tasks for 100 full working days in the period of 20 March– 20 November 2021 under the SSA contractual modality.

     
Tasks and Responsibilities    
     
   

Under the supervision of the Project Manager, the consultant will perform the following tasks:

  1. To provide legal advice to the Council on PwD under the Government of the Kyrgyz Republic in line with provisions of the UN Convention on the Rights of Persons with Disabilities;
  2. To provide inputs to the Council’s agenda to improving the access to information, employment, education, to the barrier free environment for PwD and the right to rest and leisure;
  3. To create and enhance consultation mechanisms for PwD involvement in decision making;
  4. To advocate state authorities on providing all disability related data and be actively involved in the process of the research on causes of disability in the Kyrgyz Republic, as well as to follow-up on research findings and results through the Council’s decisions;
  5. To advise the Council on how to identify PwD perspectives and aspirations, improve the information base and help the decision makers gather information on all the potential consequences of current or new policies and programmes promoting the rights of PwD;
  6. To promote and raise importance of use digitalisation mechanisms and opportunities for the state authorities’ websites and applications to be adapted on PwD, through the Council’s decisions;
  7. To facilitate a consultative meeting for DPOs and the state institutions dealing with PwDs within the Council’s initiative;
  8. To submit monthly reports and final report to the Head of Human Dimension Department on the developments and results achieved by 30 November 2021.

The expert consultant will work from home, attend all meetings of the Council and events related to UN CRPD implementation.

     
Necessary Qualifications    
     
   
  • University degree in Social Sciences, Organizational Development, Psychology, Law or related fields, at least five years of professional experience related to HR;
  • Specialty in jurisprudence, public administration;
  • Knowledge of internal and business processes in the civil service;
  • Considerable professional experience in drafting reports and elaborating recommendations;
  • Proven experience of advocacy on PwD issues within executive and legislative bodies of Kyrgyz Republic;
  • Knowledge of legal base and issues related to persons with disabilities in the Kyrgyz Republic and experience in drafting the legal analysis;
  • Knowledge of gender sensitive development programming, community development, and local governance;
  • Experience working with Disabled Peoples Organizations as well as the extensive experiences and expertise in/from the disability inclusive development
  • Experience in strategic planning and organizational development;
  • Excellent analytical and presentation skills in Russian and Kyrgyz languages;
  • Availability to fulfil the role and tasks within the stipulated timeframe.

Remuneration Package    
     
    Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
