The OSCE Mission to Bosnia and Herzegovina continues to play a vital role in strengthening the country’s ability to foster a sustainable and stable security environment, to strengthen Bosnia and Herzegovina’s governance, and to encourage its consolidation as a democratic society. The Mission supports political and education reform and works to promote and protect human rights of all citizens of BiH.


In 2016, the Mission produced its first pre-election analysis of candidate lists for Local Elections in order to establish the number of women list leaders and mayoral candidates, analyse possible relations between size and development level of municipalities and parties’ preference to nominate women and look into the effect of non-appliance of “less represented gender quota of 40%” to representation of women on independent candidates’ lists.  The 2016 analysis provided a baseline for the Mission’s engagement with political parties and gauged the international community interested in similar projects.

In the last quarter of 2020, the Gender and Youth Unit (GYU) gathered valuable data through the Mission’s field offices and with the support of a local consultant on the current state of affairs in local communities. The gathered data concerned the gender, age, educational background, profession, membership in a party and other data for councillors. As a result, the GYU possesses gender disaggregated data on councillors throughout the country, but also very specific data for the following 10 local communities: in Republika Srpska (Èelinac, Gradiška, Kozarska Dubica, Kneževo, Laktaši), in the Federation of BiH (Orašje, Doboj-Istok, Gradaèac, Visoko, Vitez) and Brèko District of BiH.

 

Objective

The objective of the consultancy is to support the OSCE Mission to Bosnia and Herzegovina in analyzing data and drafting of a report on female and youth elected officials and advocating for the adoption of gender and youth relevant local level documents.


 

Tasks and Responsibilities  

 

Under the supervision of the Gender and Youth Unit, should you be selected for the position, you will perform the following tasks:

1. Developing a methodological framework for the collection of data;

2. Analysing the collected data from the 2016 election results and the 2020 election results with a view of gender and youth relevant statistics and trends;

3. Drafting an analysis in local language focusing on the most interesting findings with regards to the representation of women and youth in the 2020 elections;

4. Preparing most interesting data for infographics;

5. Identifying the members of municipal committees, which are relevant to GYU work, including but not limited to: municipal committees on gender equality, youth, human rights, gender equality focal points and all other municipal committees, and enter the relevant data in the GYU spreadsheets.

 

You will be engaged in the Head Office in Sarajevo and perform duties from home with frequent online meetings.

Necessary Qualifications  

 

 - University degree in in political sciences, including gender, human rights, law;

- Minimum of four years of experience on gender issues;

- Record of accomplishments on gender relevant publications;

- Basic knowledge of English language;

- Familiarity with the BiH political system.

 

   

Remuneration Package  

 

Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
