“Establishing of the Veterinary Surveillance System Sustainability in Ukraine for Especially Dangerous Pathogens (EDP)-Related Diseases” project

Background information:

The OSCE Project Co-ordinator in Ukraine (PCU) is currently implementing “Establishing of the Veterinary Surveillance System Sustainability in Ukraine for EDP-Related Diseases” project. The project’s objective is to strengthen the unified human and animal health system in Ukraine by establishing a sustainable laboratory capacity for diagnosing and surveillance of EDP-related diseases.

Within the project, the OSCE Project Co-ordinator will support the State Service of Ukraine for Food Safety and Consumer Protection and the National Scientific Centre “Institute of Experimental and Veterinary Medicine” (NSC “IECVM”) of the National Academy of Agrarian Sciences of Ukraine to enhance veterinary surveillance capabilities of EDP-related diseases.

The project envisages renovation of laboratory for molecular diagnostics and genetics of microorganisms of the NSC “IECVM” and supply of specialised equipment to expand Ukraine’s laboratory capacity to develop PCR-based test kits for diagnostics and surveillance of infectious diseases.

The OSCE Project Co-ordinator in Ukraine plans to involve an independent expert to perform an assessment of specialised laboratory of the NSC “IECVM”, provide recommendations concerning renovation of laboratory premises in accordance with the international standards on biological safety and follow-up audit of engineering works, procurement of equipment and reagents for development and production of test kits.

Please note that this is a short-term assignment of approximately 20 working days. The expert will work remotely with the ability to travel within Ukraine, if necessary.

Task description:

The selected expert will work under the general supervision of the OSCE PCU National Project Officer, and in cooperation with other experts will perform the following tasks:

• perform detailed technical assessment of specialised laboratory of the NSC “IECVM” and provide recommendations concerning its improvement pursuant to the project tasks;

• develop Terms of Reference for renovation of laboratory production and auxiliary premises in line with the international standards on biological safety;

• perform an audit of engineering works, procurement of equipment and created test kit production capabilities.

Necessary Qualifications:

• higher education in the field of biology, veterinary medicine, public health or related fields;

• minimum 5 years of proven practical experience in working at Polymerase Chain Reaction (PCR) laboratories with equipment of various manufacturers;

• experience in design of PCR laboratories;

• knowledge of ISO17025 regulations and good laboratory/production practices would be an advantage;

• team work skills, excellent communication skills and self-motivation;

• ability to produce clear, concise and comprehensive technical documents;

• professional fluency in Ukrainian language and good understanding of English language (reading, speaking);

• computer literacy, experience in working with word processing, spreadsheet and graphics software, and the Internet.

Remuneration Package:

According to the PCU consultancy fees guidelines.
