Background    
     
   

To support the inter-agency drug abuse prevention efforts and to raise capacity of the relevant specialists and workers in drug abuse prevention and first medical aid for drug abuse/overdose, one Consultant will be contracted under SSA modality to develop and write a guidebook on drug abuse prevention and first aid. The developed guidebook will be used by specialists and workers of law enforcement, health and education sectors as well as by graduates of specialized institutions within the anti-drug programme of the Kyrgyz Republic.

The target audience of the drug abuse prevention (anti-drug) campaign is high school and university students overall the country. Within the guidebook, the Consultant will provide all the necessary information on effective policies, practices and methods of drug abuse prevention and primary medical aid for drug abuse/overdose. The Consultant will also share information on the contemporary issues and consequences of drug abuse among youth in Kyrgyz Republic.

     
Tasks and Responsibilities    
     
   

The Consultant will be assigned with the following inter-related tasks which should be implemented in co-operation with another experts from health and education sector and representatives from the MoI:

  • Develop a comprehensive guidebook on prevention of narcotic and psychotropic drug abuse as well as the first medical aid for drug abuse/overdose among youth;
  • Closely cooperate and collaborate with all stakeholders, experts and workers involved in prevention of drug abuse and first aid in development of the format, design and content of the guidebook;
  • Participate in the working meetings with organizers and partners to develop and approve the format, design and content of the guidebook;
  • Provide information support to the interested stakeholders, experts and social workers involved in prevention of drug abuse and implementation of anti-drug programme of the Kyrgyz Republic on voluntary basis after its termination upon decision of an Consultant.

 

Deliverables:

  1. By 28 December 2020, the Consultant should submit the draft version of the guidebook: Submit draft version of the guidebook with developed content and preliminary design. The draft ersion of the guidebook has to be in Russian;
  2. By 31 December 2020, the Consultant should submit final version of the guidebook with pproval of the experts and the MoI representatives: Submit final version of the guidebook with approved content and design: final version should b submitted both in hardcopy (three copies) and in electronic version. The final version of the uidebook has to be in Russian.
     
Necessary Qualifications    
     
   
  • Higher education in medicine, healthcare, addiction medicine, education and/or other relevant fields;
  • Expert knowledge in a relevant field with a minimum of ten years of professional experience;
  • Advanced experience in development of guidebooks, instructions, protocols and regulatory documents on drug abuse prevention and first aid for drug abuse/overdose in accordance with the existing legal framework of the Kyrgyz Republic;
  • Proven ability to successfully interact, co-operate and establish working relationships with government officials and civil society of different ages;
  • Experience in working with international organizations and law enforcement agencies;
  • Excellent analytical and writing skills;
  • Excellent skills in written and spoken Russian and Kyrgyz;
  • Ability and willingness to work as a team member with people of difference cultural and religious backgrounds and groups of vulnerable people as well groups at risk.

Remuneration Package    
     
    Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
