Background

		Violence against women in Kyrgyzstan is widespread and takes many forms, including domestic violence, bride kidnapping, trafficking, early marriages and physical abuse. The problem of domestic violence reached its peak during the state of emergency in 2020 that required self-isolation. In Kyrgyzstan during the COVID-19 quarantine, the number of cases of domestic violence increased by 65%, when compared to the same period in 2019. Violence against women and girls (VAWG) in many different forms persists as a pervasive violation of human rights and a major impediment to achieving gender equality or any development goals in Kyrgyz Republic. Since 2011, the POiB engages on the topic of GBV, among other ways, via support to the Women Initiative Groups (WIG) - a grass-root network of respected and vigorous women leaders, addressing core social problems in their communities. WIGs emerged in 2010 during inter-ethnic clashes between Kyrgyz and Uzbeks in southern Kyrgyzstan.. In 2019, the POiB supported WIGs’ extension to Talas, Naryn and Chui provinces, making it a national network consisting of 28 groups and operating in 16 municipalities and districts of Kyrgyzstan. Currently, WIGs serve as an informal grass-root network to address social issues in their communities and act as early warning system in case of accidents in the border areas. Specifically, the WIG network focuses their work on following issues: protecting women from domestic and gender-based violence, preventing early, forced, and non-consensual marriages, assisting in registration of marriages, restoration of documents (passports, marriage certificates, birth certificates, etc.), facilitating the necessary aid to families in need, mediating family and community conflicts. Evaluation scope of work In order to assess the efficiency of WIGs operations, the POiB will engage a team of evaluators, to conduct impact evaluation of WIGs in tackling gender-based and domestic violence in their communities. The evaluation question is the following: Are informal women grass root groups (WIGs) efficient in tackling GBV and domestic violence? The proposed methodology should contain the mixture of qualitative and quantitative tools for the Difference in Difference method both before and after the intervention. Two groups for comparison should be taken into consideration and be included to methodology: 1) “Regions with WIGs” will constitute treatment group, while the 2) “regions without WIGs” will be the control group. The evaluation team will propose a calculation the before/after difference in the treatment group, in the control group and calculate the difference in differences between those groups. The analysis of statistics on registered GBV and domestic violence cases in the Unified Crime Registry (official digital pre-trial case management system launched in 2019 nation-wide with support of OSCE) will be the independent variable in order to establish the trend in treatment and control groups for random pairing. The data collected by WIGs on appeals and resolved issues at local level is also a prime source - should be used as main variable for both treatment and control groups. The team of consultants will work in close co-operation with two Implementing partners as NGO Women Support Center and NGO Ensan Diamond who are coordinating the WIGs operations in southern and northern provinces. The results of the assessment will show the efficiency of WIGs operations in tackling GBV and will be used to enhance the POiB project on WIGs in future for project design stages for 2022-2025 years.

Tasks and Responsibilities

		Under the overall guidance of the OSCE POiB (Programme Manager), the team of consultants perform the following tasks: Develop the methodology and data collection tools for assessment in close co-ordination with the POiB, including the assignment work plan; To travel to the fields and visit respective regions in order to conduct interviews and focus groups with WIGs; Collect and analyse data on WIGs engagement in their communities in close co-operation with POiB and IPs engaged in coordination of the network and GBV statistics from the Unified Crime Registry; Conduct the impact assessment based on the approved methodology; Incorporate analysis of assessment in one consolidated document including the findings on the impact of the WIGs in tackling gender-based and domestic violence on a grass-root level; Present the final document to all interested parties in order to collect feedbacks and recommendations; Submit a final report in English and Russian to POiB.

Necessary Qualifications

		University degree preferably in sociology, gender studies, social sciences, international relations or other disciplines related to human rights; At least 5 years of experience in the field of human rights, monitoring and evaluation and engagement in gender related policy; Practical experience in impact assessment of the projects, research, monitoring and reporting on gender related issues and conducting analytical and desk review; Demonstrate gender awareness and sensitivity and be familiar with national and international legislation on human’s rights; Strong knowledge of gender analysis of strategic documents and legislation framework on gender-based violence; Experience on using monitoring and evaluation tools to conduct assessment; Fluency in Russian and Kyrgyz and excellent analytical and writing skills; Strong organisational and communication skills; Flexibility, ability to work under minimal supervision and deliver against tight deadlines.

Remuneration Package

		Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
