Violence against women in Kyrgyzstan is widespread and takes many forms, including domestic violence, bride kidnapping, trafficking, early marriages and physical abuse. The problem of domestic violence reached its peak during the state of emergency in 2020 that required self-isolation. In Kyrgyzstan during the COVID-19 quarantine, the number of cases of domestic violence increased by 65%, when compared to the same period in 2019. Violence against women and girls (VAWG) in many different forms persists as a pervasive violation of human rights and a major impediment to achieving gender equality or any development goals in Kyrgyz Republic. Evaluation scope of work In order to assess the efficiency of WIGs operations, the POiB will engage a team of evaluators, to conduct impact evaluation of WIGs in tackling gender-based and domestic violence in their communities. The evaluation question is the following: Are informal women grass root groups (WIGs) efficient in tackling GBV and domestic violence? The team of consultants will work in close co-operation with two Implementing partners as NGO Women Support Center and NGO Ensan Diamond who are coordinating the WIGs operations in southern and northern provinces. The results of the assessment will show the efficiency of WIGs operations in tackling GBV and will be used to enhance the POiB project on WIGs in future for project design stages for 2022-2025 years. |

| Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates. | ||
