Background

 

 

     
   

The OSCE Mission to Skopje (OMSk) is implementing an Extra Budgetary (ExB) Project “Assisting the National Authorities of the Republic of North Macedonia to Decrease the Risk of Weapon Proliferation and Misuse of Small Arms and Light Weapons (SALW)” (hereafter “the Project”). The project aims at supporting the country’s efforts to implement international commitments in the field of preventing and combating SALW proliferation and by this to contribute to security and stability in the country.

A Project Coordinator leads the Project Implementation Team (PIT) with the professional support and assistance of consultants. With the aim to strengthen the PIT’s capacity related to the project, the OMSk seeks to engage one National Consultant, to support the development of the Standard Operational Procedure (SOP) on the real time information exchange (IEx) related to SALW incidents, particularly by drafting the provisions of the SOP and providing inputs for harmonization of the draft SOP with the national and international best practices.

     

Tasks and Responsibilities

 

 

     
   

Under the guidance of the Project Coordinator (PC), in cooperation with the members of the PIT, an international consultant, and the established Working Group (WG), the National Consultant will be responsible for carrying out a range of tasks related to the development of the SOP on conducting real time internal and cross-border information exchange.

The SOP will provide guidance to the Ministry of Internal Affairs (MoIA) personnel on how to request and send (exchange) information on SALW related incidents within and out of the country in an efficient, standardized and unified way by detailing and task of the staff and the way of the work.

More specifically, the National Consultant, will:

  1. Become familiar with the project objectives, detailed tasks and the relevant documents (regulative framework) which are required for performing the tasks successfully;
  2. Review the existing MoIA guidelines and discuss proposals for developing a new SOP within the WG;
  3. Provide advice to the WG members about the proper, efficient and standardized use of information exchange channels, using state-of-art technology, with special focus on the SIENA platform;
  4. Based on the discussions and recommendations of the WG meetings, within a pre-defined time-frame, develop, draft and finalize the provisions of the SOP, incorporating the recommendations from the WG members, as well as national and international standards and best practices.
  5. Elaborate draft agendas (work plans), discussion points and recommended methodology for all WG meetings; take notes about the discussions and the outcomes of the sessions;
  6. While drafting the SOP, co-operate closely with the PIT and the International Consultant, and share the elaborated material on regular basis. The draft SOP and the final product are to be developed in English and Macedonian language.
     

Necessary Qualifications

 

 

     
   
  • Citizenship of or permanent residence in the Republic of North Macedonia
  • Bachelor degree in police, security, military or legal science
  • Minimum 10 years’ experience as a law enforcement officer
  • Strong knowledge and comprehension of international and national regulations and best practices related to intra and inter agency information exchange
  • Strong knowledge on the operation of the Secure Information Exchange Network Application (SIENA)
  • Excellent verbal and written communication skills in Macedonian and in English
  • Ability to gather and interpret information from various sources
  • Proven record of working with minimal direct supervision, exercising independent judgment and taking initiative in a number of complex and sensitive areas.   Strong analytical and interpersonal skills
  • Knowledge about information exchange conducted by Police Cooperation Centers at the MoIA is an advantage
  • Relevant experience in developing SOP, developing regulations, rulebooks, guidance with national and/or with international organization is an asset
     

Remuneration Package

 

 

     
   

For the services provided, the National Consultant will be remunerated at the rate of 100 Euro per day, for a total of up to 35 working days.

Payment will be made in two instalments, upon successful completion of tasks and responsibilities, as per the Terms of Reference.

In-country travel required to fulfil the terms of the agreement will be covered by the Mission according to the OSCE travel policy.

The period of engagement is from March to August 2021, with the possibility of extension of the time frame if necessary, not exceeding the number of working days foreseen. The following distribution per months is envisaged:

  • March – May 2021: 14 days
  • June – Aug 2021: 21 days

The appointment to the post will be subject to a successful security check performed by the Ministry of Internal Affairs.
