OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. The OSCE Mission to Skopje is the Organization's longest-serving field mission. Based on the mandated priorities for the Mission, the Mission’s current activities are grouped in four main strategic areas: Inter-ethnic relations, including early warning; Rule of Law, Democratic Governance; and Transnational Threats.
The OSCE Mission to Skopje is implementing the Extra Budgetary project “Assisting the National Authorities of the Republic of North Macedonia to Decrease the Risk of Weapon Proliferation and Misuse of Small Arms and Light Weapons (SALW)”. The Project aims to assist the Republic of North Macedonia to reduce the risk of weapon proliferation and misuse of SALW in the country through increasing the prevention, detection, analysis and investigative capacity of the Ministry of Internal Affairs (MoIA) and other Governmental Organisations.

Tasks and Responsibilities |

|
Under the direct supervision and the guidance of the National Programme Officer, the selected candidate will provide programmatic, project management, administrative, financial and logistic support to the Extra Budgetary project.
More specifically, the selected candidate(s) will be responsible for:
- Assisting in planning, implementing, monitoring and evaluating project activities;
- Assisting in the preparation of draft reports, financial and administrative documents, including expenditure reviews, travel and visa, consultancy and other contracts etc.;
- Supporting the preparation and execution of programmatic events, such as workshops, trainings, programme conferences, as well as official and donor visits;
- Assisting in the monitoring of the project’s implementation rates and spending patterns, and providing recommendations to improve financial planning and monitoring;
- Assisting in the administration/preparation of purchase requisitions and in tracking budget expenditures;
- Organizing project related events, including conference venues, hotels, and catering; providing administrative instructions to suppliers; organizing materials; researching background information and assisting with the preparation of presentations, notes, summaries and reports as required;
- Organizing travel for participants in project related events, consultants and others as required;
- Assisting the National Programme Officer in the financial and narrative reporting and performing interpretation and translation from/to local languages and English language;
- Maintaining records management, i.e. paper and electronic filing system; archiving ExB project documentation;
- Providing secretarial support in co-ordination and information sharing; maintaining the directory of project stakeholders; distribution of documents; drafting correspondence, scheduling meetings, receiving visitors, arranging meeting rooms, etc. as required;
- Performing other duties as assigned.

Necessary Qualifications |
|
|
|
|
|
|
|
- Citizenship of or permanent residence in the Republic of North Macedonia;
- Completed secondary education supplemented with training in administration or project management field;
- At least 4 years of work experience in project related activities;
- Preferably some knowledge and experience in project cycle management and procedures for preparation and implementation of projects, preferably in international organisations;
- Computer literate with practical experience with Microsoft applications;
- Preferably some experience with ORACLE applications, Integrated Resource Management Application system, DocIn database;
- Excellent written and spoken communications skills in English and local language(s);
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package |
|
|

|
Monthly remuneration, subject to social security deductions, is approximately EUR 1,360.00.
Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
