Background    
     
   

The Law on prevention of violence in the family was adopted in Tajikistan in 2013. Since than the Office through its network of Women Resource Centres as well as established Gender sensitive police units supported the victims of violence in the family. However, after getting the support the victims, often times return to the perpetrator and the violence continues and even becomes harsher. Thus, it is very important to tackle the issue of DV on comprehensive way and from all the angles. Aside of work on support and protection of DV victims, there is a need for work with perpetrators. More specifically, there is a need for development of correctional programme for perpetrators aiming to change their behaviors and prevent further violence in the family.

Brief Description:

The Office will involve international and national experts to conduct a survey on best suitable module of working with DV perpetrators for the host country. The Office will then support the Government of Tajikistan to develop a correctional programme for perpetrators to change their attitudes and behaviour to prevent further violence. The Office will work with the existing Working Group under the President’s Office  on Improvement of Legal Acts to Eliminate Gender Stereotypes, Protection of Women’s Rights of Violence in the Family, which  consists of representatives of relevant entities, including Ministry of Internal Affairs, Committee on Women and Family Affairs, Office of the Prosecutor General, Supreme Court, and Presidential Apparatus. The Office will use this platform to present and discuss the draft correction programme for their feedback and recommendations to finalize the document. The work will be conducted remotely.

Objective:

To conduct a survey on best suitable module of working with DV perpetrators for Tajikistan and to develop a draft correctional programme for perpetrators of Domestic Violence to change their attitude and behavior to prevent further violence.

     
Tasks and Responsibilities    
     
   

a) Analysis and comparison of best international practices working with perpetrators of violence in the family; b) Analysis of the existing modules on DV perpetrators’ correction programme; c) Analysis of the different legislative framework in support of working with perpetrators; d) Conduct stakeholders’ analyses of entities in charge and assessment of the best structure to deal with perpetrators and to implement the programme in the country. e) Conduct survey to define the best suitable module for Tajikistan context with elaboration of the reasoning behind the selection. f) Building on the findings from the survey, develop a draft correction programme for DV perpetrators in Tajikistan. g) Closely cooperate with two local experts to gather information on existing legal framework and analysis of the existing small-scale initiatives in Tajikistan particularly the programme piloted in Levakand district of Khatlon region.

Expected Output/deliverable:

  • Survey is conducted and report is provided (15 days);
  • Draft correctional programme is developed (14 day);
  • Presentation of the developed correctional programme is provided (1day).

Necessary Qualifications    
     
   
  • University degree on psychology and psychiatry;
  • Minimum 10 years of work experience as a practitioner psychologist;
  • At least 5 years of work experience in the sphere of perpetrators correction programme, specialized in violence in the family;
  • Experience in conducting surveys;
  • Experience in developing correction programme for the perpetrators of violence in the family;
  • Experience in implementation of correction programme;
  • Good knowledge of English language, knowledge of Russian would be an asset.

Remuneration Package    
     
    The consultant will be remunerated commensurate with consultant’s experience and qualifications in accordance with OSCE established rates. Applicants should indicate whether they wish to be included in the OSCE Roster of Consultants for similar assignments.
